转型时期伦敦的堂区政府与社区自治

【摘要】：在民族国家崛起和社会转型的背景下,伦敦世俗堂区逐渐兴起,并在都铎时期正式成为基层政府单元。堂区在其官吏的选任等方面拥有主导之权,社区自治占据主要方面。中等阶层在堂区政府中具有举足轻重的地位,"共和"的色彩浓厚。伦敦堂区政府是中等阶层主导的具有"共和"色彩的自治政府。在转型时期的英国,中央集权与社区自治相对平衡、并行不悖,这是英国之所以能在社会基本稳定的背景下成功实现社会转型的一个重要因素。
[Abstract]:Under the background of the rise of nation-state and social transformation, the secular parish of London rose gradually and became the unit of basic government in Tudor period. Parish has the leading power in the election of its officials, and community autonomy occupies the main aspect. The middle class plays an important role in the parish government, and the color of "republic" is strong. London parish government is a middle-class dominated by the "Republican" color of the autonomous government. In the period of transition, the balance between centralization and community autonomy is relatively balanced, which is an important factor for Britain to successfully realize the social transformation under the background of basic social stability.
