【摘要】：日本新保守主义的外交政策是日本新保守主义对日本在对外方面的基本主张。随着日本新保守主义成为日本政坛的主导政治思潮,日本新保守主义的外交政策也就成为当今日本政府对外政策的基本方略。日本新保守主义的外交政策是一种带有极强民族主义与大国主义性质的外交政策。它坚持日美同盟,以推动日本成为政治大国与军事大国为目标,对中国实行露骨的两面性政策。一方面,它主张遏制中国,警惕中国的崛起,视中国的发展为日本的威胁；另一方面它又主张保持和中国的接触,通过和中国的接触为日本争取最大的利益。日本新保守主义的外交政策已经对中日政治关系构造成严重的消极影响。第一,影响中日两国的政治沟通；第二,影响中日两国重大政治问题的解决；第三,削弱中日两国政治互信基础；第四,导致中日两国政治竞争和战略对抗；第五,导致中日两国政治摩擦增多、政治矛盾尖锐化；第六,影响中日政治关系的未来走向。尽管日本新保守主义的外交政策主张警惕、遏制中国的发展,但日本新保守主义的外交政策并不主张中日政治关系彻底破裂,也不主张中日两国走向全面的对抗,而是对中日政治关系始终保持一种慎重和克制的态度。所以,中国就必须辩证认识日本新保守主义的外交政策,在维护中国国家利益的基础上推动中日政治关系面向未来。
[Abstract]:The foreign policy of Japanese neoconservatism is the basic proposition of Japanese neoconservatism to Japan's foreign affairs. With the Japanese neoconservatism becoming the dominant political trend in Japanese politics, the foreign policy of Japanese neoconservatism has become the basic strategy of the Japanese government's foreign policy. Japanese neoconservative foreign policy is a kind of foreign policy with strong nationalism and great power. It adheres to the Japanese-American alliance, aims to push Japan to become a political and military power, and implements an explicit dual policy toward China. On the one hand, it advocates containing China, guarding against China's rise, and viewing China's development as a threat from Japan; on the other hand, it advocates maintaining contacts with China and striving for Japan's greatest interests through contacts with China. Japan's neo-conservative foreign policy has had a serious negative impact on the construction of Sino-Japanese political relations. First, it affects the political communication between China and Japan; second, it affects the solution of major political problems between China and Japan; third, it weakens the foundation of political mutual trust between China and Japan; fourth, it leads to political competition and strategic confrontation between China and Japan; and fifth, It leads to more political frictions and sharp political contradictions between China and Japan; sixth, it affects the future trend of Sino-Japanese political relations. Although Japan's neo-conservative foreign policy advocates vigilance and containment of China's development, Japan's neo-conservatism foreign policy does not advocate the complete breakdown of Sino-Japanese political relations, nor does it advocate a comprehensive confrontation between China and Japan. It is to maintain a prudent and restrained attitude towards the political relations between China and Japan. Therefore, China must dialectically understand the foreign policy of Japanese neoconservatism and push forward the political relations between China and Japan in the future on the basis of safeguarding China's national interests.
