中亚地区多边合作组织发展的障碍性因素分析

【摘要】：进入21世纪,全球化与地区一体化齐头并进。伴随着中亚地缘及能源优势的凸显,外部力量加大了对此区域的关注和争夺,中亚五国的现实国情也使其亟需通过互惠合作、发展地区多边合作组织来增强自我国力,但是中亚地区多边合作组织发展至今,效果不尽人意,成员国之间合作诚意缺失,投机色彩浓厚,多边合作组织组织之间也存在职能设置重复甚至对抗等不良状况,这都使得互惠互利的效果大打折扣,大多流于形式。本文从中亚五国的视角出发,运用文献分析法分析了中亚地区主要的多边合作组织,总结出特点与不足之处,并分析了影响这些多边组织发展的障碍性因素,大体可概括为以下两点:一是中亚五国之间在政治、经济、领土、反恐等领域的隔阂与矛盾致使其内部凝聚力不强,难以对内建立互信,对外用一个声音说话。二是由于中亚五国自身力量的弱小使其对于有着区域外力量参加的多边合作组织话语权不足,大国间的战略差异及其冲突使得多边合作组织成为其争鹿中亚的工具,偏离了以中亚五国为主导,互惠互利的基本格局。最后得出结论,即要促使中亚地区多边合作组织健康有序的发展,必须着力解决以上两个障碍性因素,并就中亚地区多边合作组织的未来发展趋势提出自己的一些思考和建议。
[Abstract]:Entering the 21 st century, globalization and regional integration go hand in hand. With the prominence of the geographical and energy advantages of Central Asia, the external forces have increased the attention and competition for the region. The reality of the five Central Asian countries also makes it urgent to strengthen their own national strength through reciprocal cooperation and the development of regional multilateral cooperation organizations. But so far, the development of the Central Asian multilateral Cooperation Organization has had unsatisfactory results, the sincerity of cooperation among member States is lacking, speculation is strong, and there are also undesirable conditions among multilateral cooperation organizations, such as duplication of functions and even confrontation. This makes the mutually beneficial effect big discount, mostly mere formality. From the point of view of the five Central Asian countries, this paper analyzes the main multilateral cooperation organizations in Central Asia by using the literature analysis method, summarizes the characteristics and shortcomings, and analyzes the obstacles affecting the development of these multilateral organizations. It can be summed up as follows: first, the estrangement and contradiction among the five Central Asian countries in the political, economic, territorial, anti-terrorism and other fields result in their internal cohesion is not strong, it is difficult to establish mutual trust within the country, and speak with one voice to the outside. Second, due to the weak power of the five Central Asian countries themselves, they lack the right to speak to multilateral cooperation organizations with the participation of extraregional forces, and the strategic differences among the great powers and their conflicts make the multilateral Cooperation Organization a tool for their contention for Central Asia. Deviate from the five Central Asian countries as the leading, mutual benefit of the basic pattern. Finally, it is concluded that in order to promote the healthy and orderly development of the Central Asian multilateral Cooperation Organization, we must focus on solving the above two obstacles, and put forward some thoughts and suggestions on the future development trend of the Central Asian multilateral Cooperation Organization.
