城市治理中的公民参与:新加坡经验的中国借鉴

【摘要】：提升中国城市治理水平是目前新型城镇化进程中的重大理论与现实问题。新加坡公民参与城市治理的经验给我们提供了重要借鉴。新加坡政府创造各种条件和可能,使公民能够自觉、有序、全面地参与到城市治理之中,并在此过程中积累了丰富的经验。对比新加坡,我国在公民参与城市治理方面还存在诸多问题,如法制化程度不高、角色定位单一、形式主义严重、参与领域不平衡等。加强中国城市治理创新,提高公民参与效能,应着重从提高认识、培养公民素质、建设公民社会、健全参与制度等方面入手。
[Abstract]:Improving the level of urban governance in China is a major theoretical and practical problem in the process of new urbanization. The experience of citizen participation in urban governance in Singapore provides us with an important reference. The Singapore government creates various conditions and possibilities to enable citizens to participate in urban governance consciously orderly and comprehensively and has accumulated rich experience in the process. Compared with Singapore, there are still many problems in our country's participation in urban governance, such as low degree of legalization, single role orientation, serious formalism, imbalance in participation field, and so on. To strengthen the innovation of urban governance in China and to improve the efficiency of citizen participation, we should focus on raising awareness, cultivating the quality of citizens, building civil society and perfecting the system of participation.
