中美警察公共关系比较研究——以合肥市公安局和俄勒冈州警方为例

【摘要】：随着改革开放的不断深化,各种社会矛盾日益凸显,涉及警察的危机事件也呈现出上升趋势,尤其在新媒体时代下,其传播的速度更快、范围更广、影响更大。警察公共关系作为公安机关化解危机不可或缺的"软实力",也越来越受到相关部门的重视。现阶段,与美国、英国等警察制度相对成熟的国家相比,我国警察危机公关还处于起步阶段,还有诸多需要完善的地方。笔者运用查阅资料、咨询专家、访谈等方法,对合肥市公安局和俄勒冈州警方警察公共关系发展现状做了初步的调查、研究,通过介绍我国合肥市公安局和美国俄勒冈州警方公共关系实践状况,并对其进行分析、比较,以期从理论上为我国警察公共关系的发展提供思路。
[Abstract]:With the deepening of reform and opening up, various social contradictions have become increasingly prominent, the crisis involving the police has also shown an upward trend, especially in the new media era, its spread faster, wider scope and greater impact. As the indispensable soft power of the public security organs to resolve the crisis, the public relations of the police are paid more and more attention by the relevant departments. At present, compared with the countries with relatively mature police system, such as the United States and Britain, China's police crisis public relations is still in its infancy, and there are still many areas that need to be improved. Using the methods of consulting information, consulting experts, interviewing and so on, the author has made a preliminary investigation and study on the current situation of the development of public relations between Hefei Public Security Bureau and Oregon Police. This paper introduces the practice of public relations between Hefei Public Security Bureau and Oregon Police, analyzes and compares it in order to provide the train of thought for the development of police public relations in China theoretically.
