新加坡公务员薪酬平衡比较机制及其启示

【摘要】:新加坡政府确立了高薪养廉的基本理念,建立了公务员薪酬水平与市场相当人员之间的平衡比较机制。这种平衡比较机制简单、实用且公开、透明,既确保了公务员薪酬水平的市场竞争性,又保证了政府能吸引优秀人才,从而对新加坡政府建设一支廉洁高效的公务员队伍起到了非常积极的作用。我国尚未建立规范的公务员薪酬平衡比较和调整机制,这种情况已经造成了一定的不良后果,新加坡政府的做法对我国公务员薪酬体系的改革和完善具有重要的借鉴意义。
[Abstract]:The Singapore government has established the basic idea of keeping a clean government with a high salary, and set up a balanced comparison mechanism between the civil service pay level and the market equivalent personnel. This kind of balance comparison mechanism is simple, practical, open and transparent. It not only ensures the market competitiveness of civil service pay level, but also ensures that the government can attract talented people. Thus, the Singapore government to build a clean and efficient civil service played a very positive role. Our country has not established the standard civil servant salary balance comparison and the adjustment mechanism, this kind of situation has already caused the certain bad consequence, the Singapore government's practice has the important reference significance to our country civil servant salary system reform and the consummation.
