哈萨克斯坦政治体制变迁的影响因素分析

【摘要】：哈萨克斯坦独立20余年,其政治体制由总统议会制变迁为总统制,在维持集权体制的基础上,有选择的吸收西方民主政治的某些思想和制度设计理念,最终形成“半民主半威权”的政治体制而持续到现在。哈萨克斯坦政治体制的变迁受制于其体制中无法抹去的“苏联烙印”,体制变迁中的政治文化动因,大国对新生政权的左右以及伊斯兰极端主义等因素的影响。
[Abstract]:After more than 20 years of independence, Kazakhstan's political system changed from a presidential parliamentary system to a presidential system. On the basis of maintaining a centralized power system, Kazakhstan selectively absorbed some ideas and institutional design ideas of western democratic politics. The final formation of a semi-democratic and semi-authoritarian political system continues to this day. The change of Kazakhstan's political system is restricted by the "Soviet imprint" which cannot be erased in its system, the political and cultural motivation of the institutional change, the influence of the great powers on the new regime and Islamic extremism, and so on.
