英国警务指挥信条浅释

【摘要】：英国警方认为,有效的警务指挥有赖于三个方面:一、指挥结构;二、培训、演练和经验;三、支持有效决策活动的程序和系统。据此,英国警方明确规定并一致采纳了金银铜三级指挥结构。首先,具体规定了各级指挥官的职责界限以及信息沟通机制。指挥官的层次由其角色职责限定,高级警官不能仅仅基于级别或者区域管辖责任而假定指挥权;指挥决策及其理由都应予以记录,确保决策是清晰的和负责任的,事中事后可供审查之用。其次,设置了培训课程和认证委任程序,保障所任命的指挥官的胜任力;指挥官及辅助决策人员都必须接受相应课程培训,取得相应任职资格;课程的内容根据岗位职责、指挥的警务行动的性质而定。第三,制订了决策程序和辅助决策系统,其基于信息、情报,以风险识别、评估和应对,较好地体现了风险管理的要求。
[Abstract]:According to the British police, effective police command depends on three aspects: first, command structure; second, training, drilling and experience; third, supporting effective decision-making procedures and systems. The hierarchy of commanders is defined by their roles and responsibilities. Senior police officers can not assume command only on the basis of rank or regional jurisdictional responsibilities. Command decisions and their reasons should be recorded to ensure that decisions are clear and accountable and can be reviewed afterwards. Secondly, training courses and certification and appointment procedures are set up to ensure that decisions are made. The competence of the commander appointed by the barrier; the commander and the assistant decision-makers must be trained and qualified for the corresponding course; the content of the course is determined by the post responsibility and the nature of the police action directed. Thirdly, the decision-making procedure and the assistant decision-making system are developed, which are based on information, intelligence and risk identification, assessment and response. Yes, it reflects the requirements of risk management better.
