文在寅政府在“萨德”入韩问题上的政策立场解析

【摘要】：中韩"萨德"矛盾是文在寅新政府上台后面临的最棘手政务。文在寅在竞选期间几番诟病"萨德"问题,上台后提出"萨德"反导系统部署的流程问题,又曝出韩国国防部瞒报"萨德"拦截弹发射车入境事件,决定对"萨德"落户地进行战略环境影响评估。然而,朝鲜屡次进行导弹试射与核试验,尤其是洲际弹道导弹试射和氢弹试验,加之美国政府和国会轮番施压,使得文在寅仓促决定追加部署"萨德"系统。"萨德"系统在韩国的完全落地,致使中韩关系再次跌至谷底。好在文在寅政府通过"三不表态",使得中韩关系柳暗花明。中美韩应当就"萨德"问题展开三边磋商,摆脱"萨德"阴影。
[Abstract]:THAAD contradiction between China and South Korea is the most intractable government affairs that Wen Zaiyin's new government will face. During the election campaign, Wen Zaiyin criticized the "THAAD" issue several times. After taking office, he raised the issue of the process of deployment of the "THAAD" anti-missile system. It was also revealed that the South Korean Ministry of Defense had hidden reports of the entry incident of the "THAAD" interceptor launcher. Decides to carry on the strategic environmental impact assessment to the "THAAD" place of residence. However, North Korea's repeated missile tests and nuclear tests, especially intercontinental ballistic missile tests and hydrogen bomb tests, coupled with repeated pressure from the United States government and Congress, have led Mr. Wen to make a hasty decision to deploy additional THAAD systems. " The THAAD system landed completely in South Korea, sending relations between China and South Korea to the bottom again. Fortunately, Wen Ze-Yin government through the "three no position", making the relationship between China and South Korea bright. China, the United States and South Korea should hold trilateral consultations on the issue of THAAD to get rid of the shadow of THAAD.
