柬埔寨NSSF遴选程序研究

【摘要】:柬埔寨的NSSF在遴选候选人的程序上存在诸多问题,这些问题阻碍了NSSF招募到合适的工作人员。本研究旨在找出这些问题,以帮助该机构在未来更好的运行。 这些问题来源于腐败、缺乏透明度和开放性、过多的政治影响和干预、疲弱的雇佣政策、管理不善以及差劲的决策过程等方面,对遴选候选人程序产生了负面影响。本文专注于研究这些问题,并为解决这些问题提供有效的方案。 本研究主要采用定性分析法和定量分析法。通过采访NSSF的员工和专家来了解该机构遴选候选人的相关程序,同时问卷调查该机构以外的人来了解NSSF的职工招募信息发布问题。 本文的结构如下:第1章介绍了有关柬埔寨的背景,并对NSSF遴选候选人的程序进行简要的回顾。第2章叙述了相关的文献研究现状。第3章具体阐述了NSSF的结构和招募职工的程序。第4章讨论NSSF在遴选候选人的过程中所面临的挑战。第5章探讨应对这些挑战的方案和公认的标准。第6章进行结论和建议。 此外,,本文通过借鉴国内外其他公共机构或者私人机构的良好的管理、行政以及完善的就业政策的经验,为NSSF机构在未来的进一步完善、更新以及建立良好的政策提供建设性的建议或意见,以帮助它招募到合适的职工和健康的运作。
[Abstract]:Cambodia's NSSF has problems with the process of selecting candidates that prevent NSSF from recruiting suitable staff. The purpose of this study is to identify these problems in order to help the agency to operate better in the future. These problems stem from corruption, lack of transparency and openness, excessive political influence and interference, weak employment policies, poor management and poor decision-making processes, which have had a negative impact on the selection process. This paper focuses on these problems and provides effective solutions to them. This study mainly adopts qualitative analysis and quantitative analysis. Through interviews with NSSF staff and experts to learn about the organization's selection process, and questionnaire survey outside the agency to understand the issue of NSSF recruitment information. The structure of this paper is as follows: chapter 1 introduces the background of Cambodia and briefly reviews the selection process of NSSF candidates. Chapter 2 describes the current situation of literature research. Chapter 3 elaborates the structure of NSSF and the procedure of recruiting staff. Chapter 4 discusses the challenges faced by NSSF in selecting candidates. Chapter 5 explores solutions and accepted standards to address these challenges. Chapter 6 makes conclusions and recommendations. In addition, this article draws lessons from the experience of good management, administration and perfect employment policy of other public or private institutions at home and abroad, so as to further improve the NSSF institutions in the future. Update and establish good policies to provide constructive advice or advice to help it recruit suitable staff and operate healthily.
