德国“积极外交政策”评析

【摘要】：德国新政府自2013年12月上台后,决定调整外交政策,提出要积极承担国际责任,综合运用民事和军事力量维护国际秩序、化解国际冲突。此次调整主要缘于其经济实力的提升及其盟友期待,同时也是积极应对国际格局变化,更好维护自身利益和价值观之举。受历史因素和多方面现实条件限制,德国"积极外交政策"尚难一步到位,但随着实力不断提升,未来德国在发展与大国间关系时,地位和独立性都将有所上升。
[Abstract]:Since the new German government came to power in December 2013, it has decided to adjust its foreign policy and put forward that it should actively assume international responsibility, comprehensively use civil and military forces to maintain international order and resolve international conflicts. The adjustment is mainly due to the rise of its economic power and the expectations of its allies. It is also an active response to the changes in the international landscape and to better safeguard its own interests and values. Restricted by historical factors and various practical conditions, Germany's "active foreign policy" is still difficult to achieve in one step, but with the constant improvement of its strength, the status and independence of Germany will rise in the future when it develops its relations with big powers.
