论新加坡政府在城市化的过程中的作用

【摘要】： 新加坡本来就是一个殖民城市的国家,因此,新加坡城市化的过程不是一般意义上的从农村到城市的发展过程,而是在发展本国工业的基础上逐渐走向现代城市化的过程。本文追随新加坡经济发展的步伐,从第二产业,即工业,入手,在追述新加坡经济发展的过程中,了解与之同步发展的城市化过程。 本文从五个方面阐述了新加坡城市化的进程。一,民族制造业的发展;二,造船、电子工业和炼油三大支柱企业的形成;三,劳动密集型产业向技术密集型的过程;四,都市农业的定位和实践;五,第三产业的发展。新加坡政府在经过几次调整工业结构的基础上,最终使新加坡的经济形成了以制造业为中心,交通运输、商业贸易、金融旅游与国际服务业全面发展的多元经济结构。在此过程中,新加坡也逐渐实现了现代城市化。因此,本文对新加坡城市化的研究实际上是研究新加坡经济从单一的、结构不合理的、脆弱的经济逐渐发展为结构合理的、多样的和强有力的经济的过程。 新加坡在短短的几十年中,在发展第二、三产业的过程中实现了城市化。这一突出的成就与新加坡执政党—人民行动党的领导是分不开的。首先是人民执政党的务实精神,以及在其领导下创建了一个廉洁和能够采取灵活政策的新加坡政府。新加坡政府根据国情,适时调整发展战略,用法制理念和法制建设营造了经济环境。这些是新加坡城市化必不可少的政治条件。
[Abstract]:Singapore is originally a colonial country. Therefore, the process of urbanization in Singapore is not the development process from rural to urban, but the process of modern urbanization on the basis of the development of local industry. This paper follows the pace of Singapore's economic development, starting with the secondary industry, that is, industry, in the process of tracing the development of Singapore's economy, and understands the urbanization process with which it develops simultaneously. This paper expounds the process of urbanization in Singapore from five aspects. First, the development of national manufacturing industry; second, the formation of shipbuilding, electronics industry and oil refining; third, the process of labor-intensive industry becoming technology-intensive; fourth, the orientation and practice of urban agriculture; and (5) the development of tertiary industry. On the basis of several readjustments to the industrial structure, the Singapore government has finally formed a diversified economic structure with manufacturing as the center, transportation, commerce and trade, financial tourism and international service industry as the center. In this process, Singapore also gradually realized the modern urbanization. Therefore, the study of Singapore's urbanization in this paper is actually a study of the process of Singapore's economy gradually developing from a single, irrational and fragile economy to a rational, diverse and powerful economy. Singapore has urbanized in the process of developing the second and third industries in just a few decades. This outstanding achievement is inseparable from the leadership of Singapore's ruling people's Action Party. The first is the pragmatism of the people's ruling party and the creation of a clean and flexible Singapore government under its leadership. According to the national conditions, Singapore government adjusts its development strategy and creates an economic environment with the concept and construction of legal system. These are the necessary political conditions for Singapore's urbanization.
