索马里兰独立问题浅议

【摘要】：正谈起索马里,世人的第一印象恐怕都是无休止的战乱和恐怖主义袭击,但位于索马里西北部的索马里兰却保持了难得的和平与安宁。虽然索马里兰名义上属于索马里版图,但实际上1991年便宣布独立了,并创建了自己的货币、行政机构和军警力量,对辖内领土维持着有效管理。然而,自1991年至今索马里兰仍尚未获得世界任何国家的正式承认,但其政府同联合国、阿拉伯国家联盟、欧盟等组织以及英国、美国等国家拥有外交上的联系渠道。
[Abstract]:Speaking of Somalia, the world's first impression may be endless war and terrorist attacks, but Somaliland, in the north-west of Somalia, has maintained rare peace and tranquillity. Although Somaliland is nominally part of Somalia, it actually declared independence in 1991 and created its own currency, administration, and military forces to maintain effective administration over the territory under the Central Government. However, since 1991, Somaliland has not been officially recognized by any country in the world, but its government has diplomatic channels with organizations such as the United Nations, the League of Arab States, the European Union and the United Kingdom and the United States.
