地方分权与善治的关系之思考——以非洲为例

【摘要】：自20世纪90年代以来,非洲掀起了地方分权新热潮。世界银行也将其视为推动善治的核心举措和大政方针之一。然而,地方分权在非洲长期以来饱受诟病,其是否有利于促进善治目标的实现尚存争议。本文探讨了非洲新型地方分权模式与善治之间的关系,在此基础上,对非洲地方分权模式转变的结果和意义进行了分析与论述。
[Abstract]:Since the 1990 s, Africa has set off a new upsurge of decentralization. The World Bank also sees it as one of the core initiatives and policies to promote good governance. However, decentralization has long been criticized in Africa, and whether it is conducive to promoting the goal of good governance remains controversial. This paper discusses the relationship between the new decentralization model and good governance in Africa, and on this basis, analyzes and discusses the results and significance of the transformation of the decentralization model in Africa.
