　　在当今世界,没有全球互联网和新的信息通信技术,全球发展是不可想象的。信息通信技术日益渗透到数百万人的日常生活中,改变了通常的模式和刻板印象,促进了向信息社会的过渡,在这个社会中,信息成为发展的战略资源,国家转向运作的电子轨道。信息社会的有效管理在全球和地方两个层面上仍在发展,如果没有电子管理系统,就不可能实施和改进。随着信息和通信领域技术进步的步伐加快,信息的规模呈指数级增长。这一事实导致资料过时和更新,因此负责的当局面临着创造新的、完美的储存和传播资料的方法的任务,通过这种方法,将有可能创造一个统一的资料空间。除了国家和公民,这也对大型企业感兴趣,其盈利能力直接取决于国家信息发展水平。众所周知,许多国家的电子政府项目已经成为创新发展的动力。特别是,在教育和卫生保健机构发生了质变,改善了环境质量,使公民在实践中体验到国家使用创新技术的好处。电子政务是公共管理的形式和方法,向公民开通使用信息和通信技术,提供企业和其他部门服务。目前,使用电子信息技术提供公共服务是公共管理的主要议题之一。为了国家的可持续发展,必须分析和确定俄罗斯联邦各区域在以电子形式提供公共服务方面发展的关键成功因素和障碍...
