对奥巴马和特朗普政府能源政策的对比分析

　　能源政策和政治、经济、环境有着密切联系。在过去的历届美国政府中,可以看到,美国的能源政策通常会随着政府换届选举而发生变化。对于最近两届政府而言,这具体体现在国内能源发展偏好和国际领域与能源密切相关的气候变化问题上。前美国总统奥巴马和现任总统特朗普在能源政策制定上的战略意图不同,对传统能源和新能源支持力度不同,其能源政策对国际国内经济、政治和环境所产生的影响也存在差异。奥巴马政府希望以新能源政策为杠杆,振兴经济,并维持美国在世界上的领导地位;而现总统特朗普曾在大选中承诺保护传统能源行业,并希望借助传统能源实现美国能源主导。本文是对奥巴马政府和特朗普政府的能源政策的比较分析。主要研究内容包括两届政府能源政策的共性或连续性和差异性、两届政府能源政策的决策意图及其影响。本文采用历史研究法和比较研究法,结合文献阅读和智库信息收集,首先分析了两届政府能源政策的共性或连续性和差异性,然后以国际主义和特朗普式民族主义分别作为切入点,分析奥巴马政府和特朗普政府能源政策制定动机。最后,本文分析了两届政府能源政策在政治、经济成本和环境方面的不同影响。本文认为,奥巴马政府和特朗普政府的能源政策的共性体现在共同...
