【摘要】：1991年，，柬埔寨开始进行电子政务建设。为了与柬埔寨王国持续民主多元化的趋势相一致，柬埔寨政府加快电子政务建设。从国会制到两院制的历史性转变为加强政治稳定、国家和平和社会民主做出了重要贡献，这些是柬埔寨王国社会经济发展的基础条件。电子政务建设是支撑法制框架下的各种改革和柬埔寨王国向区域化、国际化发展的重要支柱。 虽然柬埔寨电子政务在建设初期遇到了许多困难，但目前柬埔寨电子政务建设已经推动了柬埔寨王国法律系统的发展与完善，同时树立起了对国家和人民负责任的最高国家政府部门的形象。行动计划的完成为未来柬埔寨电子政府的成功指明了方向，也增强了信心。 要完成此项行动计划，首先需要所有具有集体责任感、奉献精神和有意参与的人以主人翁的责任感共同努力去实现。同时，电子政务建设需要与政府部门、慈善机构、无政府组织、公民社会、国际组织和友好国家建立广泛合作关系以保证电子政务建设的成功。
