【摘要】：在英国,解决无家可归问题是英国政府住房政策中非常重要的一项内容。在这些无家可归的人中,黑人以及其他少数种族人群占有非常高的比例。基于这个原因,本文作者试图对黑人以及其他少数种族人群受到住房救助情况进行综合的分析。分析参考了苏格兰政府的关于无家可归人士的报告,英格兰住房调查,以及其他文献。 首先,本文探讨了无家可归的理论和实际含义.其次,本文研究了造成黑人以及其他少数种族人群无家可归的主要因素,并在此基础上,得出他们所需的不同程度以及不同种类的住房救助。再次,本文全面分析了黑人以及其他少数种族人群中无家可归人士得到非政府帮助以及政府住房救助的状况。 在以上分析之后,本文作者提出了发展针对不同文化的无家可归人士采取具有文化敏感度的住房救济政策和措施的几项建议。其中包括(1)通过对对住房救助服务人员的不同文化的培训,使得他们在评估黑人以及少数民族人群的住房需要时,能够摒弃偏见,打破固定观念,更加准确地了解他们的住房需求;(2)倡导主流住房提供机构和黑人以及其他少数种族人群经营的住房提供机构的合作;(3)加强黑人以及少数种族人群参与住房政策的制定和决策。
