我国执政党道德形象研究

【摘要】：执政党道德形象就是执政党在执政理念中蕴含的道德价值、执政制度中坚持的道德取向和执政主体的道德品质方面展现给社会公众的表现,以及社会公众对其执政理念、执政制度和执政主体以其直接或间接感知而形成的整体性的道德印象和道德评价。执政党、媒介和社会公众是形成执政党道德形象的三个最基本的要素,执政党自身道德形象塑造、媒介传播执政党道德以及社会公众对执政党道德的认识加工是一个循环往复异常复杂的过程。中国共产党道德形象主要包括制度、组织、普通党员以及领导干部四个维度,制度层面来说,其道德形象包括公平、正义,自由、平等,民主、法治等基本规定性;组织层面来说,其道德形象包括立党为公、执政为民,忠实执行、提升绩效,凝心聚力、顾全大局等基本规定性;普通党员层面来说,其道德形象包括理想坚定、对党忠诚,品行端正、遵规守纪,艰苦奋斗、勤俭节约,为民服务、无私奉献,谦虚谨慎、不骄不躁等基本规定性;党员领导干部层面来说,其道德形象除具备普通党员的基本规定性外,还包括求真务实、开拓创新,恪尽职守、勤政高效,秉公用权、廉洁自律。通过对我国执政党道德形象进行历史梳理,当前我国执政党道德形象之所以存在种种问题,主要是由于执政党道德建设的内外机制发生变化,传播媒介发生变化,社会公众的阶层结构以及参政意识发生变化。结合现阶段的需要,重塑良好执政党道德形象,需要从选人用人机制、道德教育机制、道德监督机制上狠抓我国执政主体的道德建设;需要尊重传播规律,从充分发挥党媒的资源优势、科学运用大众传媒等舆论工具方面加强建设执政党的道德形象解释系统;需要从完善体制机制、创新方式方法、大力改善民生、加强人民群众教育上构建良好互动的党群关系等方面上下功夫。

The four dimensions of organization, ordinary Party members and leading cadres, the system level, the moral image including fairness, justice, freedom, equality, democracy, rule of law etc. The provisions of the organization; the moral image level, including establishing the party for the public and governing for the people, faithful execution, performance improvement, ningxinjuli, overall situation and other basic provisions; common Party member level, the moral image including firm ideals, loyal to the party, moral, discipline, hard work, thrift, for the people service, dedication, modest and prudent, and other basic provisions of free from arrogance and impetuosity; leading cadres level, in addition to the basic provisions of the moral image with ordinary Party members outside, also include truth-seeking, innovation, dedication, diligent and efficient, fair use rights, self-discipline. Through to our Party's moral image of history. The reason for the problems of China's ruling party moral image is mainly due to internal and external mechanism of the moral construction of the ruling party change, media change, public class. The participation consciousness change. According to the present stage, the ruling party to reshape the good moral image, need to use the mechanism of moral education from the selection mechanism, the moral supervision mechanism, pay close attention to our ruling body; to respect the rules of communication, give full play to the party from the media resources, scientific use of the mass media and public opinion the tools to strengthen the construction of the ruling party moral image interpretation system; from the need to improve the institutional mechanisms, innovative ways to improve the people's livelihood, strengthen the relationship between the party and the masses of the people to build a good interactive education and other efforts.
