【摘要】：哲学反映时代,是时代精神系统化的表现。群众路线是党的根本工作路线和党的生命线,也是马克思主义中国化的重要成果和中国革命、建设取得成功的重要法宝。共产党对群众路线思想的坚持贯彻表征了党对马克思主义哲学思想的理论性继承和实践性发扬。“群众路线”作为一个哲学概念,是一个与时俱进的话题。正如我国学者高清海先生在所说“一种哲学的命运会如何发展,主要看他能在多大程度上表达并回答时代的特征和要求”。因此,对现时代存在问题进行的回应就成了“群众路线”这一个哲学概念得以发展的基点。从改革开放新时期的现实情况来看,机遇与挑战的并存是当前践行群众路线过程中可能性和现实性矛盾关系的表征。具体而言,社会主义民主政治的发展和大数据网络时代的到来为新时期更好地践行群众路线创造了条件;于此相对而存在的社会阶层多元化,群众利益诉求多样化,群众利益关系复杂化趋势凸显,统筹兼顾各方权益的难度空前。加之党员干部中存在的不良工作作风也不断地腐蚀党群间关系。而要在新时期践行好党的群众路线就必须把握机遇、正视挑战,并将挑战转化为机遇,助力新时期群众路线的践行。同时,新时期面临的机遇和挑战也反映出了党在践行群众路线中的思想观念、制度及工作方法已跟不上时代的变化和群众的多元需求。以习近平总书记为领导的新一代党中央集体根据时代的发展和人民群众对美好生活的愿景提出了“为民、务实、清廉”的基本要求,是新时期践行群众路线的时代要求。正确把握党的群众路线的内涵,针对新时期践行群众路线过程中面对的机遇、问题及时代要求进行践行党的群众路线路径探析就显得格外重要。基于上述论述,本文以新时期党的群众路线践行问题研究为题,主要将从四个部分进行展开。第一部分,主要阐述研究目的及研究意义,研究现状,理论依据和研究的重点,难点及创新点;第二部分,主要阐述群众路线的理论渊源及其形成和新时期发展,并通过对上述理论渊源的分析和对人民群众的地位和作用为本文其余部分的研究打下理论基础;第三部分,对新时期践行党的群众路线面临的机遇问题存在的问题及其本质成因进行分析,并在把握存在机遇及挑战的基础上分析新时期践行党的群众路线的时代要求;第四部分,这一部分分析新时期进行践行群众路线的路径探析的理论意义和实践意义,并以第三部分的内容为基础进行新时期践行党的群众路线的对策思考。
[Abstract]:Philosophy reflects the times and represents the systematization of the spirit of the times. The mass line is the party's fundamental work line and the lifeline of the party, and is also an important achievement of Marxism in China and the Chinese revolution. The Communist Party's adherence to the thought of mass line symbolizes the Party's theoretical inheritance and practical development of Marxist philosophy. "Mass line" is a philosophical concept. It is a topic of keeping pace with the times. As Mr. Gao Qinghai, a scholar of our country, said in his words, "how the fate of a philosophy will develop depends mainly on the extent to which he can express and answer the characteristics and requirements of the times". The response to the problems of the present era has become the basis for the development of the philosophical concept of the "mass line." judging from the reality of the new period of reform and opening up, The coexistence of opportunity and challenge is the representation of the contradiction between possibility and reality in the course of carrying out the mass line. The development of socialist democratic politics and the arrival of big data's network era have created conditions for the better practice of the mass line in the new period, and the relative existence of social stratum pluralism, the diversity of the masses' interests, The trend of complicating the relationship between the interests of the masses is prominent, The difficulty of taking into account the rights and interests of all parties is unprecedented. In addition, the bad work style among party members and cadres is constantly eroding the relationship between the party and the masses. In order to practice the party's mass line well in the new period, it is necessary to seize the opportunity and face the challenges squarely. At the same time, the opportunities and challenges faced by the new period also reflect the Party's ideological ideas in practicing the mass line. The system and working methods have failed to keep up with the changes of the times and the diverse needs of the populace. The new generation of Party Central Committee collectives, led by General Secretary Xi Jinping, has put forward "for the people and pragmatism" according to the development of the times and the people's vision for a better life. The basic requirement of incorruptibility "is the requirement of the times of practicing the mass line in the new period." correctly grasping the connotation of the mass line of the Party, aiming at the opportunities faced in the course of practicing the mass line in the new period, Based on the above exposition, this paper focuses on the study of the Party's mass line practice in the new period, which will be carried out mainly from four parts. The purpose and significance of the research, the present research situation, the theoretical basis and the key points, difficulties and innovations of the research are expounded. The second part mainly expounds the theoretical origin and formation of the mass line and its development in the new period. And through the theoretical origin of the above analysis and the role of the people and the status of the people to lay a theoretical foundation for the study of the rest of this paper; the third part, This paper analyzes the problems and essential causes of the opportunity of practicing the mass line of the Party in the new period, and analyzes the requirements of the times in the practice of the mass line of the Party in the new period on the basis of grasping the opportunities and challenges. Part 4th, This part analyzes the theoretical and practical significance of the path of practicing the mass line in the new period, and based on the content of the third part, carries on the countermeasure thinking of practicing the mass line of the party in the new period.
