【摘要】：政党与群众以及党群关系是政治学研究和党建研究的基本内容之一，也是现代政治学必须处理好的基本关系之一。中国共产党自成立之日起，就十分重视党群关系。中国共产党是以工人阶级和最广大人民群众为基础的、全心全意为人民群众谋利益的政党。研究政党与群众的关系对于理论构建和政治实践有很重要的意义，它的好坏关系到执政党能否长期执政，同时也关系到群众能否健康有序地参与政治生活。群众是执政党权力的来源，执政党要想获得长期执政的地位，必须妥善处理好与群众之间的关系，实现执政党与群众之间的良性互动。政党与群众的关系是相互依存的，政党的权力来自群众，，群众依靠政党的领导。正确处理人民内部矛盾，维护群众的根本利益是新的历史条件下密切党群关系的出发点，加强和改进党的群众工作是新的历史条件下密切党群关系的基本要求。建立健全党群沟通机制，推进联系方式的转变，发挥新媒体的作用，改革和完善党的执政方式是新的历史条件下密切党群关系的重要措施。研究政党与群众之间的关系，首先要在理论上对政党、群众以及政党与群众之间的关系进行理论分析，为分析新的历史条件下党群关系提供理论渊源和分析框架。其次，研究新的历史条件下党群关系受到的冲击和挑战。包括市场经济对执政党的意识形态的冲击，利己主义和拜金主义对马克思主义意识形态造成了极大的冲击；社会结构和社会利益多元化对党的群众工作提出的新要求；科技进步对执政党提出的挑战；群众事件的高发和多发考验执政党的执政能力。最后，我们把主要注意力集中在新的历史条件下加强党群关系的路径。经济是基础，发展经济为改善党群关系提供物质保障，统筹区域发展，城乡发展，缓和地区之间的矛盾；对群众要进行思想引导，加强执政党与群众之间的沟通，利用好新媒体，通过网络使得领导与群众之间构建起零距离；推进民主建设，保障民众权利；创新社会管理与创新基层党组织相结合，使基层党组织成为凝聚社会的政治核心，探索基层党组织预防和有效处置群体事件的工作机制。
[Abstract]:The relationship between the political party, the masses and the Party and the masses is one of the basic contents of the study of political science and party building, as well as one of the basic relations that must be handled well in modern political science. The study of the relationship between political parties and the masses is of great significance to theoretical construction and political practice, and its quality relates to whether the ruling party can be in power for a long time. At the same time, it also concerns whether the masses can participate in political life in a healthy and orderly manner. The masses are the source of power of the ruling party. If the ruling party wants to gain the status of being in power for a long time, it must properly handle the relationship with the masses. Realize the benign interaction between the ruling party and the masses. The relationship between political parties and the masses is interdependent. The power of political parties comes from the masses, and the masses rely on the leadership of political parties. Correctly handling contradictions among the people and safeguarding the fundamental interests of the masses are the starting points for close party-mass relations under the new historical conditions. Strengthening and improving the mass work of the party is the basic requirement for close party-masses relations under the new historical conditions. It is necessary to establish and improve the communication mechanism between the party and the masses, to promote the transformation of the way of communication, and to give play to the role of the new media. Reforming and perfecting the ruling way of the Party is an important measure to close the relationship between the Party and the masses under the new historical conditions. In order to study the relationship between political parties and the masses, we should theoretically analyze the relationship between political parties, the masses and the masses in order to provide a theoretical origin and an analytical framework for the analysis of the relations between the parties and the masses under the new historical conditions. The development of the economy provides material guarantee for improving the relationship between the Party and the masses, coordinates regional development, urban and rural development, and alleviates the contradictions between the regions; We should conduct ideological guidance to the masses, strengthen the communication between the ruling party and the masses, make good use of the new media, build a zero distance between the leaders and the masses through the network, promote the construction of democracy and safeguard the rights of the masses; The combination of innovating social management and innovating grass-roots party organizations makes grass-roots party organizations become the political core of condensing society and explores the working mechanism of preventing and dealing with group events effectively.
