【摘要】：刘少奇作为党和国家的重要领导人之一，对新中国的外交事业做出了重要的贡献。他对于国际形势尤其是关于战争与和平的观点有深入的分析，，认为中国在当时需要并且可能争取到和平的国际环境进行国内建设；他长期主管中共对外交往工作，为中共的党际交往提出了具有指导性的意见；他在建国前后多次访苏，并长期担任中苏友好协会会长，积极促进中苏关系的团结发展；他在担任全国人大常委委员长以及担任国家主席期间，多次接见外国来访人员并出访周边国家，提升了新中国的国际地位；他在长期主管对外援助工作中，提出了丰富且切实的外援思想；他在担任国际工联副主席期间，宏观指导了国际工运的发展。刘少奇的外交思想，来源于他个人特殊的家庭成长背景、革命经历以及长期的外交实践活动，具有鲜明的个性特点以及突出的历史地位，是毛泽东外交思想的重要补充，是新中国外交思想理论体系重要的组成部分。
[Abstract]:Liu Shaoqi, as one of the important leaders of the party and state, has made important contributions to the diplomatic cause of New China. He has made an in-depth analysis of the international situation, especially the views on war and peace. He held that China needed and might strive for a peaceful international environment at that time to carry out domestic construction; that he had been in charge of the CPC's foreign exchanges for a long time, and had put forward guiding opinions for the CPC's inter-party exchanges; and that he had visited the Soviet Union many times before and after the founding of the people's Republic of China. He also served as chairman of the Sino-Soviet Friendship Association for a long time and actively promoted the unity and development of Sino-Soviet relations. During his tenure as chairman of the standing Committee of the National people's Congress and as President of the State, he received foreign visitors and visited neighboring countries many times. He raised the international status of the people's Republic of China; he put forward rich and practical ideas of foreign aid in his long-term administration of foreign aid; during his tenure as vice president of the International Federation of Trade and Industry, he macroscopically guided the development of the international trade movement. Liu Shaoqi's diplomatic thinking, Derived from his special family background, revolutionary experience and long-term diplomatic practice, he has distinctive characteristics and prominent historical status, which is an important complement to Mao Zedong's diplomatic thought. It is an important part of the diplomatic theory system of New China.
