马克思廉价政府理论及其当代价值

【摘要】：廉价政府是马克思在总结巴黎公社实践经验的基础上提出来的,旨在转变政府职能、提高行政效率和降低行政成本,为公众打造一个能够获得优质服务并能承担得起的政府模式。廉价政府建设已经成了许多国家追求的目标,是现代政府管理的一个重要方向。马克思的廉价政府理论针对我国当前由于政府机构配置不合理、浪费严重、腐败频发、行政效率低下所导致的行政成本过高问题给予了理论上的回应,并对建设和谐社会、构建节约型政府、打造服务型政府提供了理论上的指导意义。本文运用政治学、马克思主义等相关学科的知识,对马克思廉价政府理论的形成、马克思廉价政府理论的基本内容及其特征、马克思构建廉价政府的举措作了较为详实的叙述,并在此基础上分析了马克思廉价政府理论对新时期构建社会主义和谐社会、建立节约型政府和我国的政府机构改革的重要意义。
[Abstract]:The cheap government was put forward by Marx on the basis of summing up the practical experience of the Paris Commune, aiming at transforming the functions of the government, improving the administrative efficiency and reducing the administrative cost. Build a model of government that is affordable and accessible to the public. Cheap government has become the goal of many countries. It is an important direction of modern government management. Marx's theory of cheap government aims at the current situation in our country because of unreasonable allocation of government institutions, serious waste and frequent corruption. The problem of too high administrative cost caused by low administrative efficiency gives a theoretical response, and provides theoretical guidance for building a harmonious society, building a conservation-oriented government and building a service-oriented government. The knowledge of Marxism and other related disciplines, the formation of Marx's theory of cheap government, the basic contents and characteristics of Marx's theory of cheap government, and the measures taken by Marx to construct cheap government are described in detail. On this basis, this paper analyzes the significance of Marx's theory of cheap government to the construction of a harmonious socialist society, the establishment of a conservation-oriented government and the reform of government institutions in our country in the new period.
