社会转型期中国共产党执政合法性基础问题研究

【摘要】：政治学意义上的合法性是指政治统治得到公众基于内心自愿的认同、支持与服从，是任何政治统治持续与稳定的基础。在现代政党政治中，通常由政党控制政治权力的行使，因而产生了政党的执政合法性问题。政党必须拥有很高的执政合法性才能顺利执政、有效执政和长期执政，如果缺失合法性，就会导致执政党执政能力的削弱甚至执政地位的丧失。因此，增强执政合法性是现代政党执政规律的根本要求。中国共产党领导中国人民经过艰苦的武装斗争，获得了民主主义革命的胜利。武装斗争的胜利成为中国共产党执政合法性最初的、最根本的基础。然而，在长期的执政过程中，特别是改革开放以来，随着社会主义市场经济体制逐步建立，对外开放不断扩大，中国共产党面临着新的历史方位，党的执政合法性基础受到削弱，需要进一步整合。本文结合政治合法性理论、对改革开放以来中国共产党执政合法性基础建设和现状进行了详细的论述。指出，当前中国共产党执政合法性基础面临着不可忽视的合法性危机：主流意识形态整合功能弱化；社会阶层之间矛盾日益激化、社会贫富差距拉大、公共产品的供给和资源环境问题面临严峻形势；民主制度不健全、腐败问题越来越严重。因此，在新时期，应该通过创新和发展意识形态的内涵，强化党执政合法性的理念基础；坚实科学的发展观，，增强党执政合法性的绩效基础；不断推进制度创新，增强党执政合法性的规则基础。从而进一步提升党的执政能力和执政水平，实现国家富强、民族复兴。
[Abstract]:Legitimacy in the sense of political science means that political rule is accepted by the public voluntarily, supported and subdued, which is the basis of any political rule. In modern party politics, the exercise of political power is usually controlled by political parties, which leads to the issue of ruling legitimacy of political parties. The political party must have a high ruling legitimacy in order to be in power effectively and for a long time. If the party lacks legitimacy it will lead to the weakening of the ruling ability and even the loss of the ruling position. Therefore, strengthening the ruling legitimacy is the fundamental requirement of the ruling law of modern political parties. The Communist Party of China led the Chinese people through arduous armed struggle and won the victory of the democratic revolution. The victory of the armed struggle became the first and most fundamental foundation of the ruling legitimacy of the CPC. However, in the long process of governance, especially since the reform and opening up, with the gradual establishment of the socialist market economic system and the continuous expansion of the opening to the outside world, the Communist Party of China is faced with a new historical orientation. The foundation of the ruling legitimacy of the Party has been weakened and needs to be further integrated. Based on the theory of political legitimacy, this paper discusses in detail the basic construction and present situation of the ruling legitimacy of the CPC since the reform and opening up. It is pointed out that the legitimacy of the ruling foundation of the Communist Party of China is facing the crisis of legitimacy which can not be ignored: the integration function of the mainstream ideology is weakened, the contradictions among the social strata are increasingly intensified, and the gap between the rich and the poor in society is widening. The supply of public goods and the problems of resources and environment are facing severe situation, the democratic system is not perfect, and the problem of corruption is becoming more and more serious. Therefore, in the new period, we should strengthen the ideological basis of the Party's ruling legitimacy through innovation and development of ideology, strengthen the performance basis of the Party's ruling legitimacy through a solid and scientific concept of development, and continuously promote institutional innovation. Strengthen the rule foundation of the ruling legitimacy of the party. So as to further enhance the party's ruling ability and ruling level, to achieve national prosperity and national rejuvenation.
