多党合作视域下中国执政党执政能力建设研究

【摘要】:世界范围来看政党关系和政治行为,无论是从理论和实践上来看执政与参政都是一种悖论关系,二者之间存在内涵与逻辑上的矛盾,但在具有特殊发展背景和具体国情的中国却是隶属于多党合作制度这个唯物论范畴下的矛盾属性的两个主要方面,中国共产党领导的多党合作和政治协商制度是具有中国特色的新型政党制度,以多党合作和政治协商制度为背景加强中国执政党的执政能力建设是新时期牢固确立党的执政地位所做出的重大战略决策。在中国研究中国执政党执政能力建设必须在多党合作制度的背景下展开,执政是矛盾的主要方面,居领导地位和决定作用,参政是矛盾的次要方面,居辅助地位和协助作用,但以辩证法的角度定性其矛盾的主、次两个方面都不可忽缺,它们共同构成中国特色社会主义多党合作制度的基本属性。 目前,多党合作视域下执政党的执政能力建设虽然取得了一定的成效,但也存在一定问题。主要表现在:科学发展观的贯彻、执行力度不够,执政党与民主党派之间的关系制度化建设不完善;党内腐败问题日益凸显等。产生这些问题的主要原因在于,执政党被监督的主体意识不强,参政党主动发挥监督职能的热情不高;执政党领导体制和民主党派监督机制的不完善。 基于以上的分析,多党合作视域下执政党执政能力的建设应从以下几方面展开:首先,提高执政党多党合作的水平,同时支持民主党派参政能力建设,即支持各民族党派参政能力建设,扩大民主党派对国家重大事项的知情权,加大民主党派参政的条件建设力度,健全多党合作的各项制度。其次,科学民主依法执政是加强执政能力建设的保障,即坚持科学执政,民主执政,依法执政。再次,增强五种能力是加强执政能力建设的关键,即增强驾驭社会主义市场经济的能力,增强发展社会主义民主政治的能力,增强发展社会主义先进文化的能力,增强构建社会主义和谐社会的能力,增强应对国际局势和处理国际事务的能力。最后,领导体制和民主监督机制的创新是保证。 综上所述,多党合作视域下加强执政能力建设,不仅是执政党自身的问题,也是包括各民主党派在内的全国人民共同关心和为之努力的系统工程,当执政党不断加强自身执政能力建设以适应变化着的执政环境和形势时,参政党就更应该根据执政党建设的目标和要求,,不断自我审视和调整,使自己的政治意识、政治能力、参政水平、参政能力都跟上执政党建设和时代前进的步伐,从而真正在多党合作政治体制中实现彻底意义上的党际协作、亲密友好、通力进取、荣辱与共,并在中国特色的民主政治环境中添加科学、民主、依法、和谐的重重一笔。
[Abstract]:In the view of political party relationship and political behavior in the world, whether in theory or practice, the relationship between ruling and participating in politics is a kind of paradox, and there is a contradiction in connotation and logic between them. However, in China, which has a special development background and specific national conditions, it is the two main aspects of the contradictory nature of the multi-party cooperation system, which falls under the category of materialism. The system of multi-party cooperation and political consultation led by the Communist Party of China is a new political party system with Chinese characteristics. Under the background of multi-party cooperation and political consultation system, strengthening the ruling ability of Chinese ruling party is a great strategic decision to firmly establish the ruling position of the party in the new period. In China, the study of the ruling capacity of the ruling party in China must be carried out against the background of the multi-party cooperation system. Governance is the main aspect of the contradiction, and it occupies the leading and decisive role, while participation in politics is the secondary aspect of the contradiction, and plays an auxiliary and assisting role. However, from the dialectical point of view, the main and secondary aspects of the contradiction can not be ignored, which together constitute the basic attributes of the socialist multi-party cooperation system with Chinese characteristics. At present, although the ruling ability construction of the ruling party under the view of multi-party cooperation has made some achievements, there are still some problems. The main manifestations are: the implementation of the scientific concept of development is not enough, the relationship between the ruling party and the democratic parties is not perfect, the problem of corruption in the party is becoming increasingly prominent, and so on. The main reasons for these problems are that the subject consciousness of the ruling party being supervised is not strong, the enthusiasm of the participating political party to take the initiative to play the supervisory function is not high, and the leading system of the ruling party and the supervision mechanism of the democratic party are not perfect. Based on the above analysis, the construction of the ruling party's ruling ability under the view of multi-party cooperation should be carried out from the following aspects: first, to raise the level of multi-party cooperation of the ruling party, and at the same time to support the building of the democratic party's ability to participate in politics. That is to say, we should support the building of the ability of all ethnic parties to participate in politics, expand the democratic parties' right to know about major state affairs, strengthen the construction of conditions for democratic parties to participate in political affairs, and improve the various systems of multi-party cooperation. Secondly, scientific and democratic ruling according to law is the guarantee of strengthening the construction of governing ability, that is, insisting on scientific ruling, democratic ruling and ruling according to law. Thirdly, strengthening the five abilities is the key to strengthen the construction of governing ability, that is, to enhance the ability to control the socialist market economy, to enhance the ability to develop socialist democratic politics, and to enhance the ability to develop the advanced socialist culture. To strengthen the ability to build a harmonious socialist society and to deal with the international situation and international affairs. Finally, the innovation of leadership system and democratic supervision mechanism is the guarantee. To sum up, strengthening the building of governing capacity in the field of multi-party cooperation is not only a problem of the ruling party itself, but also a systematic project of common concern and effort for the people throughout the country, including the democratic parties. When the ruling party constantly strengthens its own governing ability construction to adapt to the changing ruling environment and situation, the participating political parties should constantly examine and adjust themselves according to the objectives and requirements of the ruling party construction, so as to make their own political consciousness and political ability. The level of participation in politics and the ability to participate in politics have all kept pace with the construction of the ruling party and the progress of the times, so as to truly achieve inter-party cooperation in a thorough sense in the multi-party cooperative political system, to be close and friendly, to forge ahead with all efforts, and to share weal and woe. And add science, democracy, law and harmony to the democratic political environment with Chinese characteristics.
