【摘要】：执政伦理是政治伦理学研究的重要内容。自从人类社会出现政治现象后,政治便与道德有着极为密切的关系。政治中的道德准则、伦理观念始终是政治伦理学研究的基本内容。执政伦理是政党政治出现和发展的产物。随着政党政治的发展,政党在国家政治生活以及整个社会生活中扮演的角色日益凸显。执政党的执政道德和执政伦理建设,既直接影响到党的执政能力和效果,也对社会道德和伦理发展产生广泛和深刻的影响。因此,研究执政党和党的领袖的执政伦理思想,具有重要的实践价值和理论意义。进入新世纪新阶段后,世情、国情、党情都发生了重大变化,中国共产党自身的建设发展也面临新的考验,进行了重大的调整。党的执政伦理建设作为党的建设的重要组成部分,也不断的“吐故纳新”,不断丰富和整合。从这个意义上说,研究胡锦涛执政伦理思想,亦显得十分重要。本论文在对执政伦理研究的现状和一般概念进行梳理得基础上,首先考察了伦理学视角下中国共产党执政伦理建设的历史发展,在分析不同时期党的执政伦理建设的主要内容和特点的基础上,归纳总结党的历史上积淀下来的执政伦理的基本思想及其内涵。第二章主要研究胡锦涛执政伦理思想形成、发展的时代背景。胡锦涛执政伦理思想的形成,既吸收借鉴了中国共产党政党伦理建设的一般思想,又在新的历史条件下,根据变动的时代背景及其逻辑,丰富和发展党的执政伦理思想。第三章分析研究了胡锦涛执政伦理思想的基本内容。胡锦涛执政伦理思想,推动建构了执政党的基本伦理思想体系,社会主义核心价值体系是执政的伦理思想指南；立党为公,执政为民是执政的基本伦理原则；公平正义是执政的伦理价值目标；“三为民”是执政的具体伦理要求；依法治国是执政的基本伦理保障；制度建设是执政的重要伦理条件。胡锦涛执政伦理思想的实践和发展,科学发展了马克思主义政党伦理思想；有利于提升党对广大人民群众的凝聚力；为整个社会的道德建设提供了重要指导；也也对抵御西方思潮对党思想的侵蚀,产生积极效应。
[Abstract]:Ruling ethics is an important content in the study of political ethics. Since the emergence of political phenomena in human society, politics has been closely related to morality. Moral norms and ethical concepts in politics are always the basic contents of political ethics research. Ruling ethics is the product of the emergence and development of party politics. With the development of party politics, political parties play an increasingly important role in national political life and the whole social life. The ruling morality and ruling ethics construction of the ruling party not only directly affect the ruling ability and effect of the party, but also have a wide and profound influence on the development of social morality and ethics. Therefore, it is of great practical value and theoretical significance to study the ruling ethics thought of the ruling party and its leader. After entering a new stage in the new century, great changes have taken place in the world, national conditions, and party feelings, and the construction and development of the Communist Party of China itself has also faced new tests and major adjustments have been made. As an important part of the Party's construction, the Party's ruling ethics is constantly enriched and integrated. In this sense, the study of Hu Jintao ruling ethics is also very important. On the basis of combing the current situation and general concepts of the ruling ethics research, this paper first examines the historical development of the ruling ethics construction of the Communist Party of China from the perspective of ethics. Based on the analysis of the main contents and characteristics of the Party's ruling ethics construction in different periods, this paper summarizes the basic ideas and connotations of the ruling ethics accumulated in the history of the Party. The second chapter mainly studies the background of the formation and development of Hu Jintao ruling ethics. The formation of Hu Jintao's ruling ethics not only absorbs and draws lessons from the general thought of the party ethics construction of the Communist Party of China, but also enriches and develops the ruling ethics thought of the Party under the new historical conditions, according to the changing background of the times and its logic. The third chapter analyzes the basic content of Hu Jintao ruling ethics. Hu Jintao's ruling ethics thought has promoted the construction of the ruling party's basic ethical thought system, the socialist core value system is the ruling ethics thought guide, the establishment of the party for the public, the ruling for the people is the ruling basic ethics principle, the socialist core value system is the ruling ethics thought guide. Fairness and justice is the ethical value goal of ruling; "three for the people" is the specific ethical requirement of ruling; governing the country according to law is the basic ethical guarantee of ruling; the construction of system is the important ethical condition of ruling. The practice and development of Hu Jintao's ruling ethics thought has scientifically developed the Marxist party's ethics thought, is helpful to promote the party's cohesion to the broad masses of the people, has provided the important guidance for the whole society's moral construction. Also to resist the western ideological trend of thought to the Party's erosion, produce positive effect.
