【摘要】：毛泽东在继承马克思、恩格斯和列宁的行政监察理论和扬弃中国古代行政监察制度思想和孙中山行政监察思想的基础上,在领导中国革命和建设的伟大实践中,产生了深具毛泽东特点的毛泽东行政监察思想。毛泽东行政监察思想是毛泽东思想的重要组成部分。但毛泽东行政监察思想分散地体现在毛泽东行政监察实践及他的著作中,本文的任务就在于对毛泽东行政监察思想进行理论加工与总结。本文运用文献研究法和历史研究法将本文分为五章来试图对毛泽东的行政监察思想进行梳理。第一章为导论部分,是全文的基础部分,主要描写本项研究的缘起和意义、国内外研究现状及评述、本文的研究方法和写作框架及可能的创新之处；第二章至第五章为本文的主体部分。第二章试图对毛泽东行政监察思想产生的条件进行论述,主要从理论条件、现实需求两方面进行。第三章则描写了毛泽东行政监察实践的过程。第四章是对第二章和第三章的深化,对毛泽东行政监察思想理论化进行了尝试,主要从毛泽东行政监察思想的形势判断、方针原则、工作思路和组织领导四个方面进行论述。第五章则在第四章的基础上阐述毛泽东行政监察思想的指导价值。本文认为,毛泽东行政监察思想是毛泽东思想的重要组成部分,毛泽东行政监察思想不是无源之水,马克思、恩格斯、列宁的行政监察理论、中国古代行政监察制度思想、孙中山行政监察思想是其产生的理论条件,革命和建设的任务要求成为行政监察的现实需求,在以上两个基础上,毛泽东在革命和建设的行政监察实践中产生了深具毛泽东特点的行政监察思想。在革命和建设的行政监察实践中,毛泽东行政监察思想不断得到发展和完善。毛泽东行政监察思想内容的四个组成部分是一个有机理论体系,密不可分。同时,毛泽东行政监察思想为当代中国特色社会主义行政监察理论的形成和发展提供了坚实的理论基础,对当代中国的行政监察实践仍然具有深广的指导意义。
[Abstract]:On the basis of inheriting Marx, Engels and Lenin's theory of administrative supervision, and abandoning the thought of ancient Chinese administrative supervision system and Sun Zhongshan's thought of administrative supervision, Mao Zedong is in the great practice of leading the revolution and construction of China. Has produced the Mao Zedong administrative supervision thought which has the Mao Zedong characteristic deeply. The thought of Mao Zedong administrative supervision is an important part of Mao Zedong thought. But the thought of Mao Zedong administrative supervision is widely reflected in the practice of Mao Zedong administrative supervision and his works. The task of this paper lies in the theoretical processing and summing up of Mao Zedong administrative supervision thought. This article is divided into five chapters by the methods of literature research and history research to try to sort out the administrative supervision thought of Mao Zedong. The first chapter is the introduction, which is the basic part of the full text, mainly describes the origin and significance of this study, domestic and foreign research status and comments, the research methods, writing framework and possible innovations; The second to fifth chapters are the main part of this paper. The second chapter tries to discuss the conditions of Mao Zedong administrative supervision thought, mainly from two aspects: theoretical condition and realistic demand. The third chapter describes the process of Mao Zedong administrative supervision practice. The fourth chapter is the deepening of the second and third chapters, and attempts to theorize the Mao Zedong administrative supervision ideology, mainly from the Mao Zedong administrative supervision thought of the situation judgment, principles, work ideas and organizational leadership in four aspects. The fifth chapter expounds the guiding value of Mao Zedong administrative supervision on the basis of chapter four. This paper holds that the thought of Mao Zedong administrative supervision is an important part of Mao Zedong's thought, and that the thought of Mao Zedong administrative supervision is not without source, Marx, Engels, Lenin's theory of administrative supervision, and the ancient Chinese thought of administrative supervision system. The thought of Sun Zhongshan administrative supervision is its theoretical condition, and the task of revolution and construction becomes the realistic demand of administrative supervision, on the basis of the above two foundations, Mao Zedong produced the idea of administrative supervision with the characteristics of Mao Zedong in the practice of administrative supervision in revolution and construction. In the practice of administrative supervision in revolution and construction, the thought of Mao Zedong administrative supervision has been continuously developed and perfected. The four components of Mao Zedong administrative supervision thought content is an organic theory system, inseparable. At the same time, the idea of Mao Zedong administrative supervision provides a solid theoretical basis for the formation and development of the contemporary socialist administrative supervision theory with Chinese characteristics, and still has profound guiding significance for the practice of administrative supervision in contemporary China.
