【摘要】：国家治理是当前理论界探讨的重要问题之一,如何应对国家治理过程中的困境、难题以及坚持何种标准治理国家是国家治理进程中的重要内容。作为恩格斯国家理论的一个重要构成,《家庭、私有制和国家的起源》中的国家理论透过唯物史观的视角,梳理和描绘出人类社会的历史发展进程,补充且发展了马克思主义国家理论;阐明了人类社会发展的规律;揭示了无产阶级专政的历史必然性。党的十八届三中全会将推进国家治理体系和治理能力现代化作为全面深化改革的总目标和关键,这一重要内容,是我国国家治理理念的发展和题中应有之义,更是我国实现社会主义现代化过程中必不可少的环节。我国是人民民主专政的社会主义国家,人民作为国家的主人,在推进国家治理现代化的进程中发挥着不可替代的重要作用。我国国家治理的基本前提是坚持人民民主专政的国家本质,这也是推进我国国家治理现代化的基本前提,这一基本前提和推进国家治理现代化均是对马克思主义国家理论的继承、发展和探索。解读《起源》中的国家理论,明确我国国家治理的基本内涵,对推进我国国家治理现代化无疑具有重要的现实启示。本文通过梳理《起源》中的相关国家理论,并结合我国当前的实际,在坚持人民民主专政的基本前提下推进我国国家治理现代化,阐明其对《起源》中相关国家理论的继承和发展。结合我国国家治理现代化的标准和我国当前国家治理过程中出现的困境及问题,阐述《起源》中的国家理论对推进我国国家治理现代化的重要启示。首先,从古希腊关于“城邦”的相关理论出发,梳理西方对《起源》中国家理论产生影响的资产阶级思想家的相关国家理论,探寻《起源》中国家理论的思想渊源。其次,回归《起源》这本书,梳理出国家产生的历史条件、一般规律和具体形式,总结出国家的定义、特征和本质,并通过国家的发展趋势总结出恩格斯笔下国家的发展规律。再次,阐明《起源》中的国家理论对马克思主义国家理论的发展和对部分资产阶级思想家国家理论的渗透性的批判,并通过恩格斯对原始社会史到文明时代社会发展的梳理,揭示出人类社会发展的规律和无产阶级专政的必然性,阐明在这一国家理论的指导下,我国国家治理的内涵对《起源》中国家理论和其理论意义的继承与发展。最后,面对当前的国家治理背景和治理过程中产生的问题,结合我国国家治理的内涵和当前学术界提出的国家治理现代化的标准,阐述《起源》中的国家理论对我国国家治理现代化的重要启示。
[Abstract]:State governance is one of the most important problems discussed by the theoretical circle at present. How to deal with the dilemma in the process of national governance, the difficult problem and the standard governance are the important contents in the process of state governance. As an important component of Engels' theory of state, the theory of state in Family, Private ownership and the Origin of State combs and depicts the historical development of human society from the perspective of historical materialism. It complements and develops the Marxist theory of state, clarifies the law of the development of human society, and reveals the historical inevitability of the dictatorship of the proletariat. The third Plenary session of the 18th CPC Central Committee will promote the modernization of the national governance system and governance ability as the overall goal and key to comprehensively deepening the reform. This important content is the development and proper meaning of the concept of national governance in our country. It is also an indispensable link in the process of realizing socialist modernization in our country. China is a socialist country under the people's democratic dictatorship, and the people, as the masters of the country, play an irreplaceable role in the process of promoting the modernization of state governance. The basic premise of China's state governance is to uphold the national essence of the people's democratic dictatorship, which is also the basic prerequisite for promoting the modernization of China's state governance. This basic premise and promoting the modernization of state governance are the inheritance, development and exploration of Marxist theory of state. Unscrambling the state theory in Origin and clarifying the basic connotation of our country's governance will undoubtedly have important practical enlightenment to promote the modernization of our country's national governance. By combing the relevant state theories in Origin, and combining the current reality of our country, this paper promotes the modernization of China's state governance under the basic premise of upholding the people's democratic dictatorship. To clarify its inheritance and development of the relevant state theory in Origin. Based on the standards of the modernization of national governance and the difficulties and problems in the process of national governance in China, this paper expounds the important enlightenment of the state theory in Origin to the modernization of national governance in China. First of all, starting from the ancient Greek theory of "city-state", this paper combs the relevant national theories of bourgeois thinkers who have an influence on the theory of state in "Origin", and probes into the ideological origin of the theory of state in "Origin". Secondly, this book, "Origin", combs out the historical conditions, general laws and concrete forms of the country, sums up the definition, characteristics and essence of the country, and sums up the law of the development of the country in Engels' works through the development trend of the country. Thirdly, it clarifies the development of Marxist state theory and the penetrating criticism of some bourgeois thinkers' state theory in Origin, and combs the history of primitive society to the development of civilization through Engels. This paper reveals the law of the development of human society and the inevitability of the dictatorship of the proletariat, and expounds the inheritance and development of the state theory and its theoretical significance under the guidance of this national theory. Finally, in the face of the current national governance background and problems arising in the process of governance, combined with the connotation of national governance and the current academic community put forward the standards of modernization of national governance, This paper expounds the important enlightenment of the state theory in Origin to the modernization of national governance in China.
