马恩社会管理思想对当代中国社会管理的实践要求

【摘要】：社会管理是人类社会必不可少的一项管理活动。在我们这样一个人口众多、经济社会发展迅速的发展中大国，社会管理任务更为艰巨繁重。围绕着马克思恩格斯是否有社会管理思想、有怎样的社会管理思想、这些社会管理思想在中国的发展情况和成果怎样、如何利用在中国形成的这些有益的社会管理思想成果指导中国社会管理实践、以及中国社会管理实践对马恩社会管理思想的中国化提出了怎样的要求等问题展开分析研究。马恩认为国家具有双重职能，未来社会管理与消灭私有制、实现平等相辅相成，生产力是社会发展的决定性力量，，社会管理与以人为本息息相关。在此基础上提出了社会管理是中国特色的重要组成部分,因为深入推进改革开放离不开社会管理，和谐社会的构建离不开社会管理，党和政府执政能力的提高离不开社会管理，社会主义民主政治建设的发展离不开社会管理以及社会意识形态多元化离不开社会管理。同时还提出社会管理的首要前提是大力发展生产力；社会管理的出发点和落脚点是人民群众的根本利益，因此要完善群众工作制度，转变工作作风。社会管理的关键和重点是民生建设，从具体内容上看，社会管理与人民利益息息相关，教育、就业、住宅、医疗、社会保障等问题是人民群众最关心，与其利益关系最密切的几个方面。马恩认为，社会管理的价值基础是公平正义，社会管理要求促进社会公平正义，要求维护公平与效率间的动态平衡，中国梦的实现也同样需要坚持维护社会公平正义。马恩还指出社会管理的顺利进行还必须要有制度方面的保障，完善的法律和制度体系是必不可少的。由此可见，马克思恩格斯在其著作和实践中包含有丰富的社会管理思想，且马克思恩格斯的社会管理思想对当代中国的社会管理与实践有很大的启示意义。
[Abstract]:Social management is an essential management activity in human society. In a developing country with a large population and rapid economic and social development, the task of social management is even more arduous. It revolves around whether Marx and Engels have social management thoughts, what kind of social management thoughts, and how these social management thoughts have developed and achieved in China. How to use these beneficial social management thought achievements formed in China to guide China's social management practice, and how the Chinese social management practice has put forward the request of Marne's social management thought in China, and so on. In his opinion, the state has dual functions, the future social management and the elimination of private ownership, the realization of equality and complement each other, productivity is the decisive force of social development, social management is closely related to people-oriented. On this basis, it is pointed out that social management is an important part of Chinese characteristics, because the deepening of reform and opening up is inseparable from social management, the construction of a harmonious society is inseparable from social management, and the improvement of the Party's and the government's ruling ability is inseparable from social management. The development of socialist democratic politics is inseparable from social management and social ideology pluralism. At the same time, it is also pointed out that the first prerequisite of social management is to develop productive forces vigorously, and the starting point and end of social management are the fundamental interests of the people, so we should perfect the mass work system and change the work style. The key and key point of social management is the construction of people's livelihood. In terms of concrete content, social management is closely related to the interests of the people. Education, employment, housing, medical care, social security and other issues are of the greatest concern to the people. Several aspects most closely related to its interests. According to Man, the value foundation of social management is fairness and justice. Social management requires promoting social fairness and justice and maintaining the dynamic balance between fairness and efficiency. The realization of Chinese Dream also needs to maintain social fairness and justice. Ma also pointed out that the smooth implementation of social management must also have institutional safeguards, and a sound legal and institutional system is essential. It can be seen that Marx and Engels have rich social management thoughts in their works and practices, and Marx and Engels' social management thoughts have great enlightenment to the social management and practice in contemporary China.
