新时期中国共产党执政体制创新研究

【摘要】：2004年中国共产党十六届四全会中首次使用执政体制概念之后，学术界对党的执政体制研究如雨后春笋。从最初探讨执政体制概念、特性、历史演变溯源理论研究，逐步将研究视角转入执政体制创新、相关环境和主要实现路径等方面的研究。目前学术界对党的执政体制创新研究尚处于起步阶段，有待加强。新时期中国共产党执政体制创新研究是党的执政理论尤为重要的部分，也是党的执政能力建设的重要任务。随着世情、国情和党情的深刻变化，，党的执政体制需要与时俱进，更需要持续的改革与创新。因此，深入研究新时期中国共产党执政体制，推进党的执政体制的科学化，无疑是我国政治体制改革面临的一个尤为重要的任务，是中国特色社会主义法治国家建设必须解决的一个极其重要问题。本文具体内容分为以下四个部分：导论部分，论述本文的选题缘由、意义、目前国内外研究状况及基本内涵、特征；第一章,梳理了中国共产党执政体制的历史轨迹，分析了各个时期的特点；第二章,阐述中国共产党执政体制的问题、制约因素及空间拓展；第三章,探索新时期党的执政体制创新的原则与路径。
[Abstract]:After the concept of ruling system was first used in the fourth Plenary session of the 16th session of the Communist Party of China in 2004, the academic research on the ruling system of the Party has sprung up. This paper discusses the concept, characteristics, historical evolution of the governing system from the beginning of the theoretical study, gradually turning the perspective of governance system innovation, related environment and the main path of realization and other aspects of the research. At present, the academic research on the innovation of the ruling system of the Party is still in its infancy and needs to be strengthened. The research on the innovation of the ruling system of the Communist Party of China in the new period is an important part of the ruling theory of the Party and an important task of the construction of the ruling ability of the Party. With the profound changes of the world, the national conditions and the Party's feelings, the ruling system of the Party needs to keep pace with the times, and also needs continuous reform and innovation. Therefore, it is undoubtedly a particularly important task for the reform of the political system of our country to deeply study the ruling system of the Communist Party of China in the new era and to promote the scientization of the ruling system of the Party. It is an extremely important problem that must be solved in the construction of socialist country ruled by law with Chinese characteristics. The specific content of this paper is divided into four parts: the introduction part, discusses the reason, significance, current domestic and foreign research status and basic connotation, characteristics; the first chapter, combing the historical track of the ruling system of the Communist Party of China. The second chapter expounds the problems, restrictive factors and space expansion of the ruling system of the Communist Party of China, and explores the principles and paths of the innovation of the ruling system of the Party in the new period.
