新时期党的群众工作研究

【摘要】：人民群众是社会物质财富和社会精神财富的创造者，是社会变革的决定力量。群众工作是党的全部工作的核心部分。群众工作是我党的传家宝。我们党是靠群众工作起家的，也是靠群众工作发家的。重视群众工作是我党的一贯优良传统。一部中国共产党的历史在一定意义上就是做群众工作的历史。实践证明，党的群众观点、群众立场、群众路线始终是我们党安身立命的根本。加强党的群众工作，对于增强党的执政基础，巩固党的执政地位，实现党的执政目标，具有至关重要的意义。在大量调查研究的基础上，本文着力增强文章的条理性。首先，从群众路线、党的性质、以人为本三个方面分析了加强新时期党的群众工作的必要性，从维护发展稳定大局推进深化改革、凝聚力量推进经济社会稳步发展、改善干群关系促进社会和谐进步、提高执政能力巩固党的执政基础等四个方面分析了加强新时期党的群众工作的重要性；接着，，分析新时期党的群众工作呈现的五个突出特点和面临的三大挑战；最后，从以人为本、利益协调、畅通诉求三方面指出了加强群众工作应该坚持的基本原则，从加强干部队伍建设、全面协调发展、加强创新社会管理、建立健全群众工作机制四个层面探讨了进一步加强新时期党的群众工作的有效路径。
[Abstract]:People are the creator of social material wealth and social spiritual wealth, and the decisive force of social change. Mass work is the core part of all the Party's work. Mass work is the heirloom of our party. Our party was founded on mass work, but also by the masses of families to become rich. Attaching importance to mass work is our party's consistent fine tradition. In a sense, the history of the Communist Party of China is the history of doing mass work. Practice has proved that the Party's views, stand and line are always the basis for our Party to settle down. Strengthening the mass work of the Party is of great significance for strengthening the ruling foundation of the Party, consolidating the ruling position of the Party and realizing the ruling goal of the Party. On the basis of a large number of investigations and studies, this paper focuses on enhancing the coherence of the article. First of all, it analyzes the necessity of strengthening the mass work of the Party in the new period from the three aspects of the mass line, the nature of the party, and the people-oriented approach, in order to promote the deepening of reform from the overall situation of maintaining development and stability, and to consolidate efforts to promote steady economic and social development. To improve the relationship between cadres and the masses to promote social harmony and progress, to enhance the ruling ability to consolidate the ruling foundation of the Party, and to analyze the importance of strengthening the mass work of the Party in the new period. Then, it analyzes the five outstanding characteristics and the three major challenges of the mass work of the Party in the new period. Finally, it points out the basic principles that should be adhered to in strengthening mass work from three aspects: people-oriented, benefit coordination and unimpeded demands, strengthening the construction of cadre ranks, overall coordinated development, and strengthening innovative social management. This paper probes into the effective ways to further strengthen the mass work of the Party in the new period by establishing and perfecting the mass work mechanism.
