邓小平对违反民主和法制十种现象的批评

【摘要】：正邓小平同志是第一代中央领导集体的重要成员,对新中国成立以后党和国家践行民主和法制情况有深刻体会和丰富经验。1980年前后,他曾对党在领导和执政过程中违反民主和法制的十种现象,进行严厉批评。这些观点至今听来仍振聋发聩,含义隽永,对当前我们党更好地科学、民主、依法执政,全面推进依法治国,全面从严治党,具有重要意义。法制不健全,以言代法。在邓小平看来,以言代法的典型表现是"现在的问题是法律很不完备,很多
