邓小平城乡关系思想研究

【摘要】：本文以马克思主义城乡关系理论中国化为主线,以邓小平城乡关系的思想脉络和实践轨迹为依据,以建立和谐城乡关系为目的,较为深入地揭示了邓小平城乡关系思想形成的时代条件、理论基础、历史基础和现实基础,全面系统地梳理邓小平城乡关系思想的形成和发展的基本脉络,多角度地概括了其丰富的理论内容,初步总结了改革开放以来我国统筹城乡发展的基本经验,进而为今后我国处理城乡关系,推进城乡经济社会向前发展,改变我国城乡二元结构的现实状况,重新确立平等、和谐、新型的工农关系和城乡关系,最终实现城乡一体化发展,提供非常有益的启示。 论文主要研究包括： 1.绪论。主要阐述论文的选题缘由和意义、研究思路和研究方法,对国内外研究现状进行评析,并就相关概念作出辨析。 2.邓小平城乡关系思想的形成和演进。主要阐述邓小平城乡关系思想形成的时代条件、理论基础、现实基础和历史基础,系统梳理邓小平城乡关系思想形成和演进的历史脉络,并概括出各个阶段的理论贡献和基本特点,力求从动态中对邓小平城乡关系思想进行整体性把握。 3.邓小平关于城乡经济关系的思想。主要研究邓小平关于工农业发展战略问题、工农关系的问题以及乡镇企业发展的思想。在对城乡经济协调发展的各对矛盾的辩证关系的阐述中,体现两点论与重点论结合统一,牢牢把握经济建设这个中心环节,从而论证了邓小平城乡关系的思想是一个以经济发展为重点,又注重经济社会全面、协调发展的思想体系,以澄清和纠正对邓小平的城乡关系思想的片面性认识。 4.邓小平关于城乡社会关系的思想。主要研究邓小平关于城乡社会各方面协调发展的思想内容,包括邓小平在改革城乡分割体制、改善城乡社会公共服务、促进城乡发展与人口、资源、环境的协调发展,实现城乡发展中效率与公平、改革发展与稳定的统一等重大问题上的思想主张。旨在通过论述社会各方面的协调发展与城乡协调发展的关系问题,说明邓小平既重视城乡经济方面的协调发展,也重视城乡社会方面的协调发展,从而体现邓小平作为中国改革开放的总设计师,在城乡关系发展上所具有的全局性、系统性和战略性思维。 5.邓小平关于城乡区域关系的思想。主要研究邓小平关于城乡区域协调发展问题和时间空间布局方面的思想内容,包括邓小平对城乡发展所采取的梯次发展的战略布局、轮动发展的战略步骤、共同富裕的战略目标,以及通过推进城镇化改革和进一步扩大开放拓展城乡发展空间、促进城乡发展的思想,从区域关系的视角对邓小平城乡关系思想进行解读。 6.邓小平关于城乡关系思想的理论特色。主要论述邓小平城乡关系思想的理论视角、理论特色及其在邓小平理论中的重要地位。通过分析其理论视角,彰显邓小平城乡关系思想的宽广视野、辩证思维和实践品质；通过概括其理论特色,阐明邓小平城乡关系思想的独特价值；通过阐述其在邓小平理论中的重要地位,揭示邓小平城乡关系思想与邓小平其他理论的内在联系,从而体现邓小平城乡关系思想的重要性。 7.邓小平城乡关系思想的当代价值。主要阐发邓小平城乡关系思想的理论意义、实践意义和世界意义,以及对于“三个代表”重要思想和科学发展观关于城乡关系思想的形成所具有的重要意义。正是在邓小平城乡关系思想的基础上,十三届四中全会以来党结合改革开放和社会主义现代化建设的新的实际,对邓小平城乡关系思想的作出了一系列创新和发展,形成了新的统筹城乡发展的理论。这些新的理论,是邓小平理论的继承和发展。尽管时代在前进,实践在发展,但是,邓小平在解决我国城乡关系发展重大问题中所体现的立场、观点和方法,对于我们分析当今城乡发展的实践,正确处理新世纪新阶段我国的城乡发展问题,认真实施统筹城乡发展战略,积极推动城乡协调发展及实现全面建设小康社会、构建社会主义和谐社会奋斗目标,仍然具有重大的理论价值和实践意义；对其他经济文化相对落后的国家在实现现代化的过程中更好地统筹城乡关系,也具有重要的启发和借鉴价值。 8.结论。主要从整体上对邓小平城乡关系思想进行总结性概括。既充分肯定邓小平城乡关系思想的指导意义,又客观指出由于改革的深化和实践的发展,必须坚持与时俱进的马克思主义理论品质,着眼于新的实践和新的发展,研究新情况、解决新问题、提出新对策、形成新理论。同时,展望了在中国特色社会主义理论体系关于统筹城乡发展思想的指引下,我国城乡关系发展的美好图景。
