邓小平“发展后问题”思想探讨

【摘要】：作为改革开放的总设计师,邓小平对"发展前问题"和"发展后问题"都有深刻的认识。"前问题"包括怎样才是真正高举毛泽东思想旗帜和什么是社会主义的理论问题和社会生产力发展缓慢、人民群众生活贫困的状况长期得不到改变的实际问题。"后问题"则主要包括:经济犯罪活动猖獗,腐败现象滋生;贫富差距日益显著;干部队伍存在着不良作风;社会上出现了一些不良风气;缺乏"世界一流"的科学技术专家及其他专业人才;农业实行家庭联产承包责任制后出现亿万剩余劳动力等问题。邓小平对"发展后问题"的解决进行了理论和实践方面的探索,首先,要有正确的态度,认真对待并妥善解决改革和发展中出现的问题。其次,他提出并且实行了一系列富有创造性的方式方法:坚持用改革的方法解决问题的基本思路;遵循"胆子要大,步子要稳"的基本原则;抓住不断总结经验的"关键";确定并重点解决一个时期的"中心课题";把人民群众的"发明"作为方针政策的来源;处于顺境时要关注"新问题"。可见,邓小平"发展后问题"思想对我们解决新时期的新问题具有重要的指导和借鉴意义,我们要认真研究并确立它在整个邓小平理论和中国特色社会主义理论体系中应有的地位。

The "post-problem" mainly includes: the rampant economic crime, the breeding of corruption, the increasing gap between the rich and the poor, the bad style of the cadres, some unhealthy tendencies in the society, the lack of the "world-class" of scientific and technical experts and other professionals; The problem of the emergence of the surplus labor force and so on after the system of household joint production is carried out in agriculture. Deng Xiaoping's solution to the "post-development problem" has been explored in theory and practice. Secondly, he proposed and carried out a series of creative ways: to stick to the basic idea of solving the problem with the method of reform; to follow the basic principles of the "The courage is big, and the step is to be steady."; to seize the "key" of the continuous experience; to identify and focus on the "central task" of a period; The "The invention" of the masses of the people is the source of the policies and policies; the "new problem" should be paid attention to in the context of the environment. It can be seen that Deng Xiaoping's post-development problem has important guidance and reference for us to solve the new problems in the new period, and we should study and establish its rightful place in the whole Deng Xiaoping Theory and the theoretical system of socialism with Chinese characteristics.
