我国农村留守儿童现状及存在问题分析

【摘要】:农村留守儿童的存在,是农村劳动力在向城镇转移过程中出现的特殊社会现象。近年来,农村留守儿童问题已经引起了社会的极大关注,很多专家学者从不同角度探讨农村留守儿童问题。本文在分析农村留守儿童现状及存在问题的基础上,进一步探讨了农村留守儿童问题存在的原因,并提出了解决农村留守儿童问题的对策。 农村留守儿童在生活、教育及心理发展方面都面临着一系列问题。在家庭生活方面,因为父母不在身边,留守儿童常常被托付给亲戚朋友照顾,留守儿童和他们父母的沟通在一定程度上受到限制,很难得到父母的经常关心和爱护。在受教育方面,由于农村整体教育水平较低、教育设施不够完善、师资力量不足,很难对留守儿童实施特别的关注与照顾,留守儿童的教育存在一定问题。在心理发展方面,由于留守儿童长期生活在没有约束的环境下,受父母外出打工的影响,他们的心理很容易产生对学习的抵触情绪,无助的生活还会使他们产生自我、厌学、自闭等不健康的心理问题。 为了解决农村留守儿童问题,家庭、政府、以及社会必须共同努力,改善他们的生活学习状况,,为农村留守儿童的健康成长创造条件。首先,政府要加快户籍制度改革,使农民工可以在城市里享受和城里人一样的待遇,这样他们的子女就可以多半带在身边,这样就减少了留守儿童的数量。其次,政府要更加关注留守儿童,发挥各个部门的职能,加强领导,落实责任,发挥群团组织在农村留守儿童管理服务中的积极作用。第三,政府要制定政策,减少农民工进城的成本等,减少农民工的负担。第四,留守儿童父母要认识到与孩子沟通的重要性,使他们可以在呵护和关爱中健康成长。
[Abstract]:The existence of left-behind children in rural areas is a special social phenomenon in the process of transferring rural labor force to towns. In recent years, the problem of left-behind children in rural areas has attracted great attention of the society. Many experts and scholars discuss the problem of rural left-behind children from different angles. Based on the analysis of the present situation and problems of rural left-behind children, this paper further discusses the reasons for the problems of rural left-behind children. Some countermeasures are put forward to solve the problem of children left behind in rural areas. Rural left-behind children are faced with a series of problems in life, education and psychological development. In family life, children left behind are often entrusted to the care of relatives and friends because their parents are not around. The communication between left-behind children and their parents is limited to a certain extent, it is difficult to get the parents' constant care and love. In terms of education, because of the low level of education in rural areas, the educational facilities are not perfect enough. Lack of teachers, it is difficult to carry out special attention and care to left-behind children, there are certain problems in the education of left-behind children. In psychological development, the left-behind children live in an unconstrained environment for a long time. Under the influence of their parents working outside the home, their psychology is easy to produce the resistance to study, the helpless life will make them produce unhealthy psychological problems such as self, school weariness, autistic and so on. In order to solve the problem of left-behind children in rural areas, families, governments and society must work together to improve their living and learning conditions, and create conditions for the healthy growth of rural left-behind children. The government should speed up the reform of the household registration system so that migrant workers can enjoy the same treatment as city dwellers in the city, so that their children can mostly be taken with them, thus reducing the number of children left behind. The government should pay more attention to left-behind children, give play to the functions of various departments, strengthen leadership, implement responsibilities, and give play to the active role of group organizations in rural left-behind children management services. Third, the government should formulate policies. 4th, parents of left-behind children should realize the importance of communicating with their children so that they can grow healthily in care and care.
