大部制改革视域下

计划生育工作思路探析

【内容摘要】文章基于国务院机构改革和职能转变的大背景，以全新视角深度剖析了当前计划生育工作面临的现行生育政策的风险性和公平性饱受质疑、人口信息化建设严重滞后于形势发展和工作需求、计划生育公共服务资源和公共福利制度配置错位、计划生育行业管理的人治特点和社会制约路径依赖仍然较强等深层次问题，在此基础上深入阐释了当前和今后一段时期计划生育工作应着力

“生育政策公平化、推进公共服务均等化、全员人口信息化、行业管理法治化”的工作新思路，提出了推

“以群众需求为导向、进工作新思路应坚持以全局统筹为基础、以管理创新为驱动”的三大基本原则，

以期能够推动计划生育事业科学发展。

Abstract：SituatedinthecontextoftheinstitutionalreformandfunctionaltransformationoftheStateCouncil，thispaperanalyzesissuesoncurrentfertilitypolicyfromanewperspectiveincluding（1）pub-licquestioningoftheriskandfairnessofthecurrentfamilyplanningpolicy，（2）anunderdevelopedpopulationinformationsystemwhichlagsbehindthedevelopmentandworkneeds，（3）misallocationoftheresourcesoffamilyplanningpublicserviceandpublicwelfaresystem，and（4）thepersistentrulebymanfeature，thestrongsocialconstrain，andpathdependenceofthefamilyplanningmanage-ment.Ｒegardingtheseissues，thispaperpointsoutthenewfocusesofthefamilyplanningworkinthecurrentandnextperiod，whichincludepromotingthefairnessoffertilitypolicyandequalizingpublicservices，buildingcomprehensivepopulationinformationsystem，andpromotingtheruleoflawinfami-lyplanningwork.Thispaperalsoproposesthreefundamentalprinciplestofacilitatethescientificdevel-opmentofthefamilyplanningwork：guidedbythedemandofthepeople，basedonoverallcoordina-tion，anddrivenbymanagementinnovation.
