人口流动与区域耕地保护的战略选择

【摘要】: 中国把“十分珍惜、合理利用土地和切实保护耕地”作为基本国策,并实行严格的土地用途管制制度保护耕地。中国的耕地保护制度在强调各区域内耕地总量动态平衡的同时忽略了不同地区耕地资源禀赋和经济发展水平的差异性,忽略了人口迁移、城乡差距等因素变化对耕地保护外部环境带来的不确定性。近20余年来,中国的流动人口数量空前激增,其中绝大部分是从不发达地区流向发达地区的农村人口,这部分流动人口的兼业性质和两栖占地特征对各区域的耕地利用水平产生了一定影响,也为各地区选择差别化的耕地保护战略提供了可能。研究流动人口对流入地区和流出地区耕地利用和保护的影响,可以为制定动态的,弹性的耕地保护政策提供依据,为制定合理有效的耕地保护措施提供思路。本文的研究包括三部分 首先,通过流动人口集中度、耕地资源集中度和区位熵的测算,掌握流动人口和耕地资源的地区分布和特点,并分析两者的内在联系。 其次,本文在人口普查和农业普查数据的基础上,利用简单相关性分析、曲线拟合和基于面板数据的C-D函数等计量分析方法,揭示了农村外出从业劳动力对人口流出地区耕地经营规模、耕地投入水平、耕地利用方式变化以及耕地粮食生产能力的影响。另外,本文还探索了农村外出从业劳动力对流入地区城市化、建设用地扩张的影响以及对该区域耕地保护的间接影响。该部分研究得出四点结论: 一、人口流出地区劳动力转移与耕地规模经营之间经营缺乏良性互动。 二、人口流出地区生产性消费投入低、住房消费增长快。 三、人口流出地区粮食生产水平受粮食播种面积和农业人口数量的影响。 四、人口流入地区经济发展水平较高、耕地保护压力较大 最后,基于耕地和人口的视角,本文利用K-均值聚类法、波士顿矩阵模型划分出四类不同的耕地利用保护区,并提出了各个区域耕地保护的差异化战略。
[Abstract]:China has made it its basic state policy to "cherish very much, make rational use of land and effectively protect cultivated land." China's cultivated land protection system emphasizes the dynamic balance of the total amount of cultivated land in various regions while neglecting the differences of cultivated land resource endowment and economic development level in different regions. The uncertainty brought about by the changes in population migration and the gap between urban and rural areas on the protection of the external environment of cultivated land has been neglected. In the past 20 years or so, the number of floating people in China has increased dramatically. Most of them are the rural population flowing from undeveloped areas to developed areas. The nature of the floating population and the characteristics of amphibious land occupation have a certain impact on the level of cultivated land utilization in each region. The study of the impact of floating population on the utilization and protection of cultivated land in the inflow and outflow areas can provide the basis for the formulation of dynamic and flexible cultivated land protection policies. The research of this paper includes three parts. Firstly, the regional distribution and characteristics of floating population and cultivated land resources are grasped through the calculation of the concentration degree of floating population, the concentration degree of cultivated land resources and location entropy, and the internal relationship between them is analyzed. Secondly, on the basis of census and agricultural census data, this paper makes use of simple correlation analysis, curve fitting and C-D function based on panel data. The effects of rural migrant labor force on the scale of cultivated land management, the input level of cultivated land, the change of cultivated land use mode and the cultivated land grain production capacity are revealed. This paper also explores the impact of rural migrant labor force on urbanization, construction land expansion and the indirect impact on cultivated land protection in the region. This part of the study draws four conclusions:. First, there is no positive interaction between labor force transfer and cultivated land scale management. Second, the population outflow area productive consumption investment is low, the housing consumption growth is fast. Third, the level of grain production in the outflow areas is affected by the planting area of grain and the number of agricultural population. Fourth, the level of economic development is relatively high in the areas where the population flows into the country, and the pressure on cultivated land protection is great. Finally, based on the perspective of cultivated land and population, this paper uses K-means clustering method, Boston matrix model to divide four different types of cultivated land use reserves, and put forward the different strategies of cultivated land protection in different regions.
