基层计划生育工作存在的问题及对策

【摘要】：人口和计划生育政策确立为我国的基本国策到现在已经过去30多年了,在它正式实施的这些年里,我们做了大量深入细致的工作,也取得了辉煌的成就。但是在成就的背后依然存着许多亟待解决的问题。特别是在新形势下我国的人口和计划生育工作将面临更多新的挑战和机遇,对我国的人口和计划生育工作提出了新的任务和要求。本文在综合分析了我国基层人口和计划生育工作现状的基础上,先是对国内外的相关研究进行了综述,总结了基层人口和计划生育工作已经取得的主要成就。作者从一名基层人口和计划生育工作者的视角,以怀化市鹤城区为切入点,分析其人口和计划生育事业的发展现状,并结合全国各地基层政府的人口和计划生育工作,整理总结出了基层人口和计划生育工作中存在着的一些共性问题。然后,对如何解决基层人口和计划生育工作当前面临的这些问题,让基层人口和计划生育工作能够在新形势下适应新要求方面提出了一些个人的思路和对策。主要是从建立健全工作机制、开展广泛深入的宣传教育、严格坚持依法行政、大力抓好重点人口管理、加大财政投入、加强人口和计划生育队伍建设等六个方面着手。其中,加强立法、不断创新工作机制,并坚持依法行政是最关键的,也是让基层人口和计划生育决策能够贯彻落实的根本保障。最后得出结论,即在新时期、新的社会发展阶段,面对新的机遇与挑战,我们要努力探索出一条让基层人口和计划生育工作能更好更快更科学发展的新道路。但是,本文中所提出的解决对策也只是用于解决基层人口和计划生育工作中的部分问题,要真正地让基层人口和计划生育事业能科学和谐发展,还需要党中央和政府的高度重视、基层政府的不懈努力以及广大人民群众的积极配合。
[Abstract]:It has been more than 30 years since the population and family planning policy was established as the basic national policy of our country. In the years of its formal implementation, we have done a great deal of intensive and meticulous work. But there are still many problems that need to be solved. In particular, under the new situation, China's population and family planning work will face more new challenges and opportunities. Put forward new task and requirement to our country's population and family planning work. Based on the comprehensive analysis of the current situation of population and family planning work at the grass-roots level in China, this paper first summarizes the relevant studies at home and abroad. This paper summarizes the main achievements of the grass-roots population and family planning work. From the perspective of a grass-roots population and family planning worker, the author analyzes the current situation of population and family planning development in Hecheng District, Huaihua City. And combined with the population and family planning work of grass-roots governments throughout the country, we have sorted out and summed up some common problems existing in grass-roots population and family planning work. Then, As to how to solve the current problems faced by grass-roots population and family planning work, In order to enable the grass-roots population and family planning work to adapt to the new requirements under the new situation, some personal ideas and countermeasures have been put forward. The main measures are to establish and improve the work mechanism, to carry out extensive and in-depth propaganda and education, and to strictly adhere to the administration by law. We should make great efforts to do a good job in key population management, increase financial input, strengthen the construction of the population and family planning ranks, and so on. Among them, strengthening legislation, constantly innovating the working mechanism, and persisting in administration according to law are the most crucial. It is also a fundamental guarantee for the grassroots population and family planning decisions to be implemented. Finally, it is concluded that in the new era, the new stage of social development will face new opportunities and challenges. We should work hard to find a new way to make grassroots population and family planning work better, faster and more scientific. However, the solutions proposed in this paper are only used to solve some of the problems in the grass-roots population and family planning work, so that the grass-roots population and the family planning cause can truly develop in a scientific and harmonious manner. It also requires the Party Central Committee and the government to attach great importance to it, the unremitting efforts of the grassroots governments and the active cooperation of the broad masses of the people.
