辽宁省营口市西市区农民工计划生育管理问题及对策研究

【摘要】： 实行计划生育是中国的一项基本国策,在中国人口众多的发展中国家,人口问题始终是制约我国全面协调可持续发展的重大问题,是影响经济社会发展的重大因素。因此,充分利用中国现阶段最活跃的人口现象之一——大量由乡村向城镇的人口流动,加强对其管理的探讨和研究,不仅对于控制农民工政策外生育有重要意义,而且对实现象我国这样一个传统农业大国的人口和计划生育工作与经济协调发展具有十分重要的意义。本文的研究目标是对流动人口计划生育管理现状和模式进行归纳,在归纳过程中分析管理存在的不足,并对存在问题进行分析,以期构建更加符合实际的流动人口计划生育管理模式。本文在介绍国家、辽宁省流动人口计划生育管理现状和工作要求基础上,重点介绍了西市区流动人口的管理模式,对西市区流动人口计划生育管理存在的问题进行了重点分析。认为现阶段存在的问题是：流动人口计生服务需求量大；婚育信息收集难；户籍地与居住地间协调机制尚未形成；计划外生育处罚难；没有形成有效的综合治理局面；基础工作薄弱。详细分析了问题存在的原因,并提出了管理与服务对策：转变工作方式,拓宽服务渠道；建立属地管理,拓宽信息渠道；坚持综合治理,实现区域间信息化管理；健全组织机构,加大财政投入；制定新政策,推进全国农民工“一盘棋”进程。在文章结构上,本文分六章,第一章绪论,介绍了研究意义,研究内容和研究思路。第二章和第三章介绍了国家和辽宁省流动人口计划生育管理现状、要求和机制分析。第四章介绍西市区流动人口计划生育管理与服务现状,第五章介绍管理存在的问题和原因分析,第六章提出了西市区农民工计划生育服务与管理对策。
[Abstract]:The implementation of family planning is a basic national policy of China. In the developing countries with large population, the population problem has always been a major problem restricting the overall coordinated and sustainable development of our country, and a major factor affecting the economic and social development.Therefore, to make full use of one of the most active population phenomena in China at the present stage, a large number of people flowing from rural to urban areas, and to strengthen the discussion and research on their management, are not only of great significance for controlling the fertility outside the policy of migrant workers.Moreover, it is of great significance to realize the coordinated development of population and family planning work and economy in a traditional agricultural country such as China.The research goal of this paper is to sum up the current situation and mode of family planning management of floating population, to analyze the shortcomings of management in the inductive process, and to analyze the existing problems.In order to build a more realistic floating population family planning management model.On the basis of introducing the current situation and working requirements of family planning management of floating population in China and Liaoning Province, this paper mainly introduces the management mode of floating population in the western urban area, and analyzes emphatically the problems existing in the family planning management of floating population in the western urban area.The problems in the present stage are as follows: large demand for family planning services for floating population; difficulty in collecting information on marriage and childbearing; coordination mechanism between domicile and residence has not yet been formed; unplanned birth punishment is difficult; there is no effective comprehensive management situation;Basic work is weak.The causes of the problems are analyzed in detail, and the countermeasures of management and service are put forward: changing the working mode, widening the service channels, establishing the territorial management, widening the information channels, persisting in comprehensive management and realizing the information management among regions;Improve the organization, increase financial input; formulate new policies to promote the national migrant workers "a game of chess" process.In the structure of the article, this paper is divided into six chapters, the first chapter introduces the significance of the research, research content and research ideas.The second and third chapters introduce the current situation, requirements and mechanism of family planning management of floating population in China and Liaoning Province.The fourth chapter introduces the current situation of the family planning management and service of floating population in the western urban area, the fifth chapter introduces the problems and causes of the management, and the sixth chapter puts forward the family planning services and management countermeasures of migrant workers in the western urban area.
