失独联系人职业成就感及其影响因素研究

【摘要】:当今社会,人口老龄化的问题不仅逐渐成为全球经济和发展的困扰,也是我国日益关注的问题。在我国特有的独生子女制度为我国人口政策和国家的可持续发展作出了很大的贡献的同时,独生子女的死亡造成的“失独”现象也不断成为社会热议的话题。随着失独家庭问题的日益严重,政府不断出台新的政策对该群体提供支持,而2013年12月23日由国家卫生计生委等五部门印发的《关于进一步做好计划生育特殊困难家庭扶助工作的通知》(国卫家庭发[2013]41号)文件中则提出了“要建立计划生育特殊困难家庭联系人制度,将失去民事行为能力的机会生育特殊困难家庭成员纳入国家成年监护制度安排中,及时沟通情况,了解需求,提供必要的帮助。”联系人制度可谓是近两年来出台的新型服务制度,联系人的出现使失独服务的开展更具有针对性和系统性。然而在实际工作开展中,作为一群新的服务提供者,联系人群体在面对着一群特殊困难人群的同时,常常会出现“工作压力大”、“流动性大”、“职业倦怠”、“职业成就感缺失”等“工作感受”。在我国,对于服务提供者的研究多数在职业倦怠、职业成就感、职业幸福感等方面。特殊的服务对象、繁重的工作压力、人口学因素等对于联系人的工作状态都会造成直接影响,对其职业成就感产生作用。职业成就感在很大程度上影响着失独联系人的工作效率、身心状态,从而对于整个失独服务的开展产生了深远的影响。本文采用问卷调查的研究方法。首先笔者深入到上海浦东新区失独联系人培训项目中,了解浦东新区的失独家庭现状以及失独联系人培训项目现状,发现浦东新区失独联系人出现的工作困难和工作压力情况,而后向上海市浦东新区的失独联系人发放问卷调查,得到有效问卷234份。本文主要研究结果有:(1)上海市浦东新区失独联系人职业成就感总体程度较高;(2)上海市浦东新区失独联系人职业成就感存在个体差异;(3)失独联系人岗位具有特殊性。最后,根据对结果的分析,笔者从政府、社会支持和失独联系人个人三个层面提出了一些干预建议。
[Abstract]:In today's society, the problem of population aging is not only a global economic and development problem, but also a growing concern in China. The unique one-child system in China has made great contributions to the population policy and the sustainable development of our country. At the same time, the phenomenon of "losing independence" caused by the death of the only child has become a hot topic in the society. With the growing problem of families without independence, the government has continued to introduce new policies to support this group. On December 23, 2013, issued by the State Health and Family Planning Commission and other five departments, "notice on further doing Family support work for families with Special difficulties in Family Planning" (National Health and Family Development [2013] 41) document proposed "to establish planned students" System of contact persons for families with special difficulties, The opportunity to have a family member with special difficulties is brought into the arrangements of the national adult guardianship system to communicate the situation, understand the needs, and provide the necessary assistance. "... The contact person system is a new service system introduced in the past two years. The appearance of contact person makes the development of lost independence service more targeted and systematic. However, as a new group of service providers, the contact group faces a group of people with special difficulties. At the same time, "job pressure", "mobility" and "job burnout" often appear in the contact group. Lack of sense of professional achievement and other "job feelings." In China, most of the researches on service providers focus on job burnout, job achievement and job happiness. Special clients, heavy work pressure, demographic factors will have a direct impact on the job status of the contact person, and will have an impact on their sense of professional achievement. To a great extent, the sense of professional achievement affects the working efficiency, mental and physical status of the contact person without independence, and thus has a profound impact on the development of the whole service of loss of independence. This paper adopts the research method of questionnaire. First of all, the author goes deep into the Shanghai Pudong New area lost contact training program to understand the status of the lost family and the status quo of the lost contact person training project, and find out the job difficulties and job pressure of the lost contact person in Pudong New area. After that, 234 valid questionnaires were issued to the lost-independence contact persons in Pudong New area of Shanghai. The main results of this paper are as follows: 1) the overall degree of professional achievement of lost contact persons in Pudong New District of Shanghai is high. 2) there are individual differences in the sense of professional achievement of lost contact persons in Shanghai Pudong New area. 3) the post of lost contact person has its particularity. Finally, according to the analysis of the results, the author puts forward some intervention suggestions from three aspects: government, social support and individual.
