【摘要】：本文主要围绕寿光市农村转移劳动力计划生育研究这一话题展开讨论。文章回顾了农村劳动力转移及计划生育相关问题的研究状况，并结合寿光市的实际情况，客观分析了寿光市农村转移劳动力计划生育的现状分析。本文认为，寿光市农村转移劳动力呈现出寿光农村劳动力向非农业及外地转移的特点，且不断出现技术型、知识型的劳动力转移及输出，树立起寿光农民的新形象。从寿光市农村转移劳动力计划生育的状况来看，，农村劳动力转移计划生育管理机制和服务体系初步形成，人口计生工作初步实现了法治化。论文分析了寿光市农村转移劳动力人口计划生育工作面临的新挑战：一是农村转移劳动力人口计生管理力度有待进一步加强；二是基层基础工作有待进一步完善；三是信息沟通还需要加强。文章对寿光市农村转移劳动力计划生育带来的相关问题进行了分析，指出了该市农村转移劳动力计划生育政策执行中的问题分析。文章对寿光市农村转移劳动力计划生育管理进行探讨之后，尝试性地提出了解决策略。论文认为，要完善农村转移劳动力计划生育管理，强化农村转移劳动力计划生育管理势在必行，要进一步完善农村转移劳动力计划生育管理，加大宣传力度，完善基层基础宣传设施，加强计划生育培训，提高干群计划生育知识水平，加强法制教育与对执法者的法制教育，提高政策执行人员的素质。与此同时，政府还应大力加强对计划生育政策执行活动的监督，提高政策执行活动的透明度，建立独立的专门监督机构，加强司法监督。这些策略的实施，将从全方位、多角度推进寿光市农村转移劳动力计划生育问题的解决，促进我国人口政策落地，助推社会主义和谐社会发展贡献力量。
[Abstract]:This article mainly around Shouguang rural transfer labor force family planning research topic launches the discussion. This paper reviews the research status of rural labor force transfer and family planning, and analyzes objectively the present situation of rural transfer labor force family planning in Shouguang city, combined with the actual situation of Shouguang city. This paper holds that the transfer of rural labor force in Shouguang City shows the characteristics of the transfer of rural labor force from Shouguang to non-agricultural and non-agricultural areas, and the transfer and output of skilled and knowledge-based labor force are constantly emerging, thus setting up a new image of Shouguang peasants. According to the situation of rural labor force transfer and family planning in Shouguang City, the management mechanism and service system of rural labor force transfer and family planning have been preliminarily formed, and the work of population and family planning has initially realized the rule of law. The paper analyzes the new challenges faced by the family planning work of rural migrant labor force in Shouguang City: first, the management of rural migrant labor force needs to be further strengthened; second, the basic work at the grass-roots level needs to be further improved. Third, information communication still needs to be strengthened. This paper analyzes the related problems brought about by the family planning of the rural migrant labor force in Shouguang city, and points out the problems in the implementation of the family planning policy of the rural migrant labor force in Shouguang city. After discussing the management of family planning of rural transfer labor force in Shouguang City, this paper tries to put forward some countermeasures. The paper holds that it is imperative to improve the management of family planning of rural migrant labor force, to strengthen the management of family planning of rural migrant labor force, to further improve the management of family planning of rural migrant labor force, and to step up publicity. We should improve basic propaganda facilities at the grass-roots level, strengthen family planning training, raise the knowledge level of family planning among cadres, strengthen legal education and legal education for law enforcers, and improve the quality of policy enforcement personnel. At the same time, the government should strengthen the supervision of the implementation of the family planning policy, improve the transparency of the policy implementation, establish independent special supervision agencies and strengthen judicial supervision. The implementation of these strategies will promote the settlement of the family planning problem of the rural transfer of labor force in Shouguang from all directions, promote the landing of population policy in China, and promote the development of a harmonious socialist society.
