【摘要】：随着经济社会的发展，人口素质水平对经济社会发展的影响越来越大。人口素质不仅对人口变动本身产生重要影响，而且决定着一个社会的可持续发展能否顺利进行。在当今知识经济发展时代，，人口素质高低是各国竞争力的核心体现，提高人口素质已成为各国可持续发展的首要目标。本文根据第六次人口普查资料，对吉林省人口素质的变动情况展开了分析。论文首先对国内外有关人口素质的相关研究进行了梳理，确定了论文的研究思路与方法。在此基础上，论文运用不同指标分析了近10年来吉林省人口素质的变化及其特征。接着，论文进一步讨论了人口素质高低对人口、经济、社会发展的影响。最后，论文针对吉林省存在的人口素质问题，提出了相关的对策。近年来吉林省整体人口素质有较大幅度提高，但是仍然存在诸如教育发展水平城乡差异较大、专业技术人才短缺及人才外流现象严重等一系列问题，这些问题对吉林省经济社会发展产生了一系列不利影响。对此，全社会各方面要积极应对，一是要提倡优生优育，防止出生缺陷；二是要积极推动教育公平，完善农村地区的办学条件与教学质量；三是要发展职业教育，加强对劳动者技能的培训；四是要加大科技投入，确立人才优先发展战略布局，留住高层次人才。
[Abstract]:With the development of economy and society, the level of population quality has more and more influence on economic and social development. The quality of the population not only has an important influence on the population change itself, but also determines whether the sustainable development of a society can proceed smoothly. In the era of knowledge economy development, the level of population quality is the core of the competitiveness of each country, and improving the quality of the population has become the primary goal of sustainable development. Based on the data of the sixth census, this paper analyzes the change of population quality in Jilin Province. Firstly, the paper combs the related research on population quality at home and abroad, and determines the research ideas and methods. On this basis, the paper analyzes the changes and characteristics of population quality in Jilin Province in the past 10 years by using different indicators. Then, the paper discusses the influence of population quality on population, economy and social development. Finally, the paper puts forward the relevant countermeasures in view of the problem of population quality in Jilin province. In recent years, the overall quality of the population in Jilin Province has been greatly improved, but there are still a series of problems such as the greater difference in the level of educational development between urban and rural areas, the shortage of professional and technical personnel, and the phenomenon of brain drain, etc. These problems have produced a series of adverse effects on the economic and social development of Jilin Province. To this end, the whole society should actively deal with this. First, it should advocate good birth and education and prevent birth defects; second, it should actively promote education equity and improve the conditions for running schools and teaching quality in rural areas; third, it should develop vocational education. Fourth, it is necessary to increase investment in science and technology, establish the strategic layout of talent development priority, and retain high-level talents.
