邢台县出生人口性别比失衡的调查研究

【摘要】:自20世纪80年代中期以来,我国出生人口性别比一直偏高且持续上升。邢台县同全国各地一样,也出现了出生人口性别比持续偏高的现象。出生人口性别比不但与老百姓的利益息息相关,也关系到人口安全和社会的可持续发展。邢台县出生人口性别比问题若引不起足够的重视,将引发一系列的社会问题。 本文通过相关数据的分析处理,对邢台县出生人口性别比问题进行了系统的研究。结果表明,邢台县出生人口性别比失衡的程度,比预想得要严重;失衡持续的时间,比预想得要长。分析了导致邢台县人口出生性别比问题发生的原因:生育政策、传统婚育观念、生育文化、生育价值体系、现实生活的需要、技术手段、生育管理、经济因素、养老等对出生性别比都有一定的影响。分析了出生人口性别比长期失衡的危害,提出了解决邢台县出生人口性别比问题的方法和途径:加大打击“两非”力度,规范对B超机的管理,加强终止妊娠药品监管,完善利益导向机制,建立强有力的综合治理工作机构,,抓好各项管理制度的落实。
[Abstract]:Since the mid-1980 s, the sex ratio of birth population has been on the high side in China. Xingtai County, like all parts of the country, also appeared the sex ratio of birth population continues to high phenomenon. The sex ratio of birth population is not only closely related to the interests of ordinary people, but also related to the security of population and the sustainable development of society. If the sex ratio of birth population in Xingtai County is not paid enough attention to, it will cause a series of social problems. In this paper, the sex ratio of birth population in Xingtai County is systematically studied through the analysis and processing of relevant data. The results show that the degree of gender imbalance in Xingtai County is more serious than expected, and the duration of imbalance is longer than expected. This paper analyzes the causes of the birth sex ratio of the population in Xingtai County: fertility policy, traditional concept of marriage and childbearing, fertility culture, fertility value system, needs of real life, technical means, birth management, economic factors, etc. The pension and so on all have certain influence to the birth sex ratio. This paper analyzes on the harm of the long-term imbalance of the sex ratio of the birth population, and puts forward the methods and ways to solve the problem of the sex ratio of the birth population in Xingtai County: strengthening the crackdown on the "two non-feats", standardizing the management of the B-ultrasound machine, and strengthening the supervision and control of the drugs for termination of pregnancy. Improve the interest-oriented mechanism, establish a strong comprehensive management work agencies, and do a good job in the implementation of various management systems.
