妇女福利政策对城市女性二孩生育意愿的影响研究——基于全国十地区城市育龄女性的调查

【摘要】：基于妇女福利的视角,通过对生育福利,劳动就业保障,福利设施和福利服务以及儿童福利等现有妇女福利政策进行梳理,对影响二孩生育意愿的因素进行问卷和访谈调查,得到以下结论:生育津贴和产假、求职中的性别偏见、女职工特殊劳动保护、妇幼保健医疗水平、儿童照料和学前教育是阻碍城市女性二孩生育意愿的重要因素。最后提出扩大生育保险的覆盖范围,增加在妇女福利设施和服务上的投入,促进家庭养育成本社会化等政策建议。
[Abstract]:Based on the perspective of women's welfare, this paper makes a questionnaire and interview survey on the factors influencing the desire of second child by combing the existing women's welfare policies, such as maternity welfare, labor employment security, welfare facilities and welfare services, and children's welfare. The conclusions are as follows: maternity allowance and maternity leave, gender bias in job hunting, special labor protection of female workers, medical level of maternal and child health care, child care and preschool education are important factors hindering the desire of urban women to have a second child. Finally, some policy suggestions such as expanding the coverage of maternity insurance, increasing the investment in women's welfare facilities and services, and promoting the socialization of family rearing costs are put forward.
