广州市人口规模调控问题研究

【摘要】：随着我国市场经济的发展和城市化进程的推进,城市人口规模日趋膨胀,广州市表现得尤为明显。人口规模的急剧增长,特别是流动人口的不断增加,给广州经济、社会的发展带来有利的条件,同时也给广州市的社会治安、城市管理、环境资源、交通、教育、文化、住房等公共服务带来严峻的挑战。对广州市人口规模进行实证性和政策性研究,对于谋划制定人口规划和政策措施,调控人口规模,促进人口与经济社会和资源环境全面协调可持续发展具有很强的实践意义。本文分析了广州人口发展的现状、特征、演变进程；分析评估了多目标条件下广州的人口承载力；从立法、城市规划、公共服务资源、劳动就业、产业政策、流动人口服务管理等方面分析评估了广州现行人口政策、措施及其实施效果；对未来广州人口规模变动趋势进行预测；思考广州市人口存在问题,基于“以人为本”的理念及人口数量、质量、结构、分布与资源环境,产业发展及社会公共服务之间的和谐发展关系,针对广州市人口规模调控问题,围绕PEIP(人口-生态环境-产业-公共服务)系统,提出了要做好广州市人口规模调控工作,促进广州市人口与经济、社会和资源环境可持续发展,必须综合统筹人口发展规划、城市发展规划、产业发展规划、完善基本公共服务、加强人口服务管理等相应人口规模调控的改善性建议。
[Abstract]:With the development of market economy and the advancement of urbanization, the urban population is expanding day by day, especially in Guangzhou. The rapid growth of the population, especially the continuous increase of the floating population, has brought favorable conditions to the economic and social development of Guangzhou, as well as to the social security, urban management, environmental resources, transportation, education and culture in Guangzhou. Public services such as housing pose serious challenges. The empirical and policy research on the population scale of Guangzhou is of great practical significance for planning and formulating population planning and policy measures, regulating the population scale, and promoting the overall coordinated and sustainable development of population, economy, society and resources and environment. This paper analyzes the present situation, characteristics and evolution process of Guangzhou's population development, analyzes and evaluates the population carrying capacity of Guangzhou under multi-objective conditions. From the aspects of legislation, urban planning, public service resources, labor and employment, industrial policy, floating population service management and so on, this paper analyzes and evaluates the current population policy, measures and its implementation effect in Guangzhou. Forecast the trend of population scale change in Guangzhou in the future; Based on the concept of "people-oriented" and the harmonious development relationship between population quantity, quality, structure, distribution and resources and environment, industrial development and social public service, In view of the problem of population scale control in Guangzhou, this paper puts forward that the population scale control work of Guangzhou should be done well in order to promote the population and economy of Guangzhou, around the system of PEIP (population, Ecological Environment, Industry and Public Service). For the sustainable development of society and resource environment, it is necessary to comprehensively coordinate the population development plan, urban development plan, industrial development plan, perfect basic public service, strengthen the management of population service and so on.
