做好新时期人口计划生育工作的思考

【摘要】：正人口计生工作如何能适应新形势、新任务的要求,更好地服务社会经济的发展,不断满足人民群众的需求,是我们人口计生工作者面临的一个重要问题。结合党的十八大精神,笔者认为要围绕大局,突出重点,以人为本,优质服务,强化"五项工作"、实现"五个新突破"。1.进一步加强领导,提高认识,在稳定低生育水平上有新作为。各级人口计生部门应从实际出发,科学制定发展思路,进一步加强领导,提高思想认识,克服盲目乐观和麻痹松懈的思想,对稳定低生育水平的重要性、长期性、艰巨性和复杂性保持清醒认识,坚持稳定现行的生育政策不动摇,坚持党政一把手亲自抓、负总责不动摇,坚持稳定加强基层
[Abstract]:How to adapt to the new situation and new tasks, better serve the social and economic development, and constantly meet the needs of the people is an important problem that our population and family planning workers are faced with. Combined with the spirit of the 18th National Congress of the Party, the author thinks that we should focus on the overall situation, give prominence to the key points, put people first, provide high-quality services, strengthen the "five tasks", and realize the "five new breakthroughs". 1. Further strengthen leadership, raise awareness, and have new achievements in stabilizing low fertility levels. The departments of population and family planning at all levels should proceed from reality, scientifically formulate development thinking, further strengthen leadership, raise ideological awareness, overcome the idea of blind optimism and slackening, and be of long-term importance to stabilizing the low fertility level. Maintain a sober understanding of the difficulties and complexity, persist in stabilizing the current fertility policy, uphold the leadership of the party and government in their own hands, hold the overall responsibility unshakable, and persist in steadily strengthening the grass roots
