中美双边对话机制探究

【摘要】：随着全球化的不断深入,国家之间的相互依存不断加深,中美关系无疑成为了最重要的双边关系之一,双方的机制化程度也在不断加深,国际机制理论证明大国关系的机制化发展能够降低国家间合作在各领域的交易成本,有利于双方沟通信息和增信释疑,机制协调能够增加政策透明度和可预测性,有利于预防和管理危机,有利于稳定国家间关系以及加深战略互信和促进战略稳定。而中美两国在政治、经济、地区安全、意识形态等方面存在矛盾,通过对抗来解决这些矛盾和问题,将不符合两国人民利益。中美之间为加强和扩大合作建立了60多个对话机制,涵盖了政治、外交、经贸、军事、文教、人权等各个领域,本文拟通过个案研究的方法提取各个领域的重要机制以期研究机制协调是如何促进中美合作的。中美政治领域的战略与经济对话、经济领域的商贸联委会、军事领域的国防部长防务磋商会议、其它领域的反恐磋商机制对话都是中美双方各个领域开展合作和交流的重要平台和典范。关于中美机制对话事例的论证为我们探讨双边机制对国家关系,特别是大国关系有着积极的启示,对中美机制对话的积极理解可以有利于加强我们在双边关系中的主动性,以更加积极的姿态建设中美关系和其它大国双边关系,促进中美关系健康发展和为中国建设一个有利于和平发展的外交环境。
[Abstract]:With the deepening of globalization and the deepening interdependence between countries, Sino-US relations have undoubtedly become one of the most important bilateral relations, and the degree of institutionalization between the two sides is also deepening. The theory of international mechanism proves that the institutional development of the relations between big countries can reduce the transaction cost of inter-state cooperation in various fields, and it is helpful for both sides to communicate information and increase trust and dispel doubt, and the coordination of mechanism can increase the transparency and predictability of policies. It is conducive to preventing and managing crises, stabilizing inter-state relations, deepening strategic mutual trust and promoting strategic stability. China and the United States have contradictions in politics, economy, regional security, ideology, and so on. They resolve these contradictions and problems through confrontation. It will not be in the interests of the people of the two countries. China and the United States have established more than 60 dialogue mechanisms to strengthen and expand cooperation, covering political, diplomatic, economic, trade, military, cultural, educational, human rights and other fields. This paper intends to extract important mechanisms in various fields by case study to study how the coordination of mechanisms promotes Sino-American cooperation. The China-US Strategic and Economic Dialogue in the political Field, the Joint Commission on Commerce and Trade in the Economic Field, and the Defense and Defense Consultative meeting of Defense Ministers in the military Field, The dialogue on anti-terrorism consultation in other fields is an important platform and model for cooperation and exchange between China and the United States in various fields. The demonstration on the case study of the China-US mechanism dialogue provides us with positive enlightenment for the bilateral mechanism on national relations, especially the relations between the great powers. A positive understanding of the Sino-US mechanism dialogue can be conducive to strengthening our initiative in bilateral relations. In order to promote the healthy development of Sino-US relations and to build a diplomatic environment conducive to peaceful development, the two countries should take a more active stance in building Sino-US relations and other major countries' bilateral relations.
