【摘要】：以新时期中国与东盟的关系为研究视角是个较新的角度,尽管中国与东盟合作已有数年,但系统地论述两者关系并不多见。在新时期研究中国与东盟关系具有特别重要的战略意义,一方面是由于中国与东盟有着良好的合作基础,对其关系的研究将更加有利于加深了解、深化合作;另一方面,则是中国-东盟自由贸易区已与去年全面建成,这一重大历史事件将成为中国与东盟关系发展的新契机,为双方关系以及中国与东盟内部各国的多边关系开拓更新的领域。因此,深入了解及分析新时期中国与东盟关系,具有十分重要的外交实践意义。文章从中国周边外交、地缘战略角度对东盟在中国外交战略地位中的重要作用加以分析,以及回顾中国与东盟近年来政治、经济、安全等方面的合作,来阐析新时期中国与东盟关系的未来走向。一是东盟在中国外交战略中的重要地位。东盟由于其特殊的地缘政治环境以及与中国较深的历史渊源,决定了其在中国外交战略中的重要地位。东盟既是中国地缘战略的重要依托,同时也是中国多边外交的广阔舞台,更是中国大国外交战略的政治基础。因此,东盟在中国外交战略中不可忽视。积极开展同东盟国家的合作,既是中国外交政策使然,也是中国深化发展,积极构建崛起中大国形象所需。发展与东盟的睦邻友好关系,积极开展区域经济合作,对于提升中国在东亚地区和世界地位具有重要意义。在这一背景下,如何看待中国与东盟的关系发展,加深对中国与东盟关系的研究,并因应形势的变化提出如何继续深化中国与东盟关系的相关政策,对我国建立和睦的外部环境从而推进经济发展具有现实意义。二是中国与东盟多边关系的发展。文章的第二部分从政治、经济、安全角度详细阐述了中国与东盟关系的发展历程,并选取较具有代表性的历史事件,其中包括中国加入《东南亚友好合作条约》,在东盟与中日韩“10+3”体制之外构建中国与东盟“10+1”机制,积极开展双边对话与合作;中国在东盟地区论坛框架内开展外交活动,并与东盟签署《南海各方行为宣言》,这一系列举措对双方争议的解决、友好关系的发展起到十分重要的作用;中国与东盟积极开展经济合作,令世人瞩目的中国-东盟自由贸易区全面落成,在自由贸易区框架下,积极开展大湄公河、泛北部湾等次区域经济合作,中国与东盟经济合作前景广阔。三是中国与东盟关系的问题与对策。第三部分着眼于当前中国与东盟所面临的实际问题,包括南中国海问题、中国作为地区大国崛起的地位问题,以及东盟内部流传的“中国威胁论”等,这些问题均在一定程度上影响和阻碍了双边关系的信任和发展。为此,文章提出三点应对策略:继续深化双边政治合作,加强双边互信;积极开展经贸合作,提高合作水平;中国承担更多国际责任,树立负责任大国的国际形象。以上三点粗浅的建议相信在外交实践中越加深化将会成为解决当今中国与东盟关系的良策。
[Abstract]:The relationship between China and ASEAN new period as the research perspective is a relatively new perspective, although Chinese cooperation with ASEAN for several years, but the systematic relationship is rare. This paper analyzes ASEAN's important role in China's diplomatic strategy from the perspective of China's Peripheral Diplomacy and geopolitical strategy, and reviews the cooperation between China and ASEAN in recent years in terms of politics, economy and security, so as to clarify the future trend of China ASEAN Relations in the new era.
