奥巴马政府的反恐战略调整

　　本文试图系统地分析和探索奥巴马政府的反恐策略。“9.11”事件发生后,布什政府将反恐上升为首要任务,先后发动了阿富汗战争和伊拉克战争。反恐战争不仅使美国付出了巨大的经济代价,也使美国深陷战争泥潭。在这种情况下,奥巴马在执政后迅速调整反恐策略,摒弃布什政府的“反恐战争”概念,签署了新的《国家反恐战略》。此外,奥巴马政府通过将战略重点东移,整合各方资源打击长期盘踞在阿富汗和巴基斯坦的“基地”组织。2013年,奥巴马赢得连任,但同时也面临极端暴力武装组织“伊斯兰国”所带来的新威胁。奥巴马政府的反恐战略深深地影响着本土安全,中国安全乃至全世界的安全。本文分为四章进行分析。第一章分析奥巴马政府反恐策略提出的背景。国内方面,布什政府长年的反恐战争使美国经济陷入赤字,美国经济已无力负担如此巨额的支出。此外,布什政府先发制人和单边的反恐战略大大影响了美国在国际社会中的形象并削弱了其软实力。随后,文章分析了奥巴马反恐战略的调整。奥巴马政府根据全球反恐形势,提出了新的反恐理念用于指导反恐行动,更新了反恐途径,提升了反恐战略的灵活性、针对性已及有效性。反恐战略不断的调整和改善,呈现出对于理性认识,多元化方式...
