战略考量还是利他行为：中国对外援助的决定因素

虽然中国被称为“新兴援助者”,然而中国于1950就参与了对外援助的尝试,近二十年其对外援助的力度和范围正在不断加大和拓展,这才成为了许多外国学者的研究热点。然而,中国官方几乎不公布对外援助的具体数字,其可查的公开信息较为有限。截止本论文完成前,国务院新闻办公室分别于2011年、2014年发布了两份白皮书,在这两份白皮书中,主要披露了对外援助金额总额、大体分类等较为宏观的信息,缺乏针对具体国家、具体年份的细分数据,这给中国对外援助的定量研究造成了一定困难。AidData于2017年10月建立了全球中国官方资助数据库1.0版,本论文主要应用其提供的数据,基于2000-2014年来自5大洲127个国家的面板数据进行了实证研究。前人针对对外援助的研究主要包括三个方面。其一,关注对外援助的绩效。其二,关注对外援助的决定因素。其三,关注援助竞争带来的影响。本文的研究范畴属于第二类。在这三类中,发达国家作为援助者的对外援助研究占了绝大多数,针对“新兴援助者”的研究最近开始兴起,但是针对中国在全球范围内的对外援助实证研究极少,本论文对补足该研究领域的空白有重要作用。由于中国的对外援助研究较少,学术界针...
